The Water Quality and Operations Division of the Tucson Water Department is seeking a qualified Supervisor to provide technical and administrative oversight and management of the Water Quality Laboratory. The Water Quality Laboratory is responsible for regulatory compliance sampling and analysis, as well as routine discretionary sampling and analysis. 

General Description

Supervises daily operations and administrative functions of the water quality laboratory.

Essential Functions

The essential duties include but are not limited to:

  • General supervision of laboratory staff. Determine general work loads and turn-around-times for work received in the laboratory.
  • Reviews final data for completeness and comparability to historical data as well as determining the reasonableness of the data. Generates final reports for both internal and external clients.
  • Final review and submission of all reports submitted to the State of Arizona for compliance purposes.
  • Consult and collaborate with subcontractors and consultants on projects involving the Water Quality Laboratory.
  • Annual budget review and submittal.
  • Determines future needs of the laboratory and generating the appropriate paperwork for capital equipment purchases.
  • Responsible for staffing the laboratory by assisting with hiring, employee relations, discipline etc. Defines job functions of the Chemists and Water Quality Analysts as well as expectations and requirements.
  • Responds to all Arizona Department of Health Services (ADHS) audit findings and recommendations.
  • Responsible for final review and approval of all SOP's and implementation of all new methods/analyses utilized in the laboratory.
  • Responsible for reviewing and approving the Chemical Hygiene plan as well as review of the Quality Assurance Plan for the laboratory.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree (required)

Minimum Experience Qualifications: At least 5 years in managing the daily operations and administrative functions of a water quality laboratory. At least 3 of the required 5 years must be in a Lead or Supervisory capacity in a related functional area.

A Bachelor's Degree (or above) is required  - substitutions will not be permitted.

Special Job Requirements

At least 3 years in a Lead or Supervisory capacity in a related functional area.

"Lead" is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.

"Supervisory" is defined as having supervised at least one (1) full-time FTE.

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview.   

  • Oral Board Interviews will be held: November 21, 2019

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 10% of your rating for education and work experience
  • 90% of your oral board interview   

This recruitment will establish a civil service list that may be utilized to fill vacancies occurring at Tucson Water within the next 6 months.
