Introduction

The City of Tucson, Department of Transportation, Transit Services Division is seeking a dynamic leader to join our diverse, vibrant, progressive and engaged workforce.  This is an exciting opportunity to oversee the public transit program of the City of Tucson Department of Transportation including contract management and budget oversight of Sun Tran, Sun Van and Sun Link and grant sub-recipients. This position also includes oversight of the ADA Paratransit Eligibility Office. 

General Description

Administers and manages the activities and personnel of a transportation division. Develops and implements transportation projects and coordinates plans for division operations.

Essential Functions

Providing strategic policy direction and recommendations for the City of Tucson and regional transit system

Making presentations to Mayor and Council, the City Managers' Office and other regional transit stakeholders

Providing professional guidance to staff engaged in the management of transit operations, grant management and eligibility determination

Managing contacts governing Sun Tran, Sun Van and Sun Link Streetcar

Applying for and administering grants received from the Federal Transit Administration, other Federal and State agencies to include maintenance of working relationships with sub-recipients

Supervising and participating in the preparation and administration of the Division's capital and operating budgets, and reviewing the budgets for Sun Tran, Sun Van and Sun Link Streetcar

Managing transit-related capital projects

Managing and performing negotiation, development, administration, monitoring and evaluation of complex contracts

Overseeing certification of eligibility for paratransit services

Preparing and conducting presentation to public groups, agencies and advisory committees

Establishing and maintaining relationships with governmental agencies, and organizing, directing and participating in public meeting and seminars as requested

Programming of federally funded transit projects through the PAG/RTA Transit Working Group Call for Projects process

Assists with implementing the department vision through division activities and leads the division for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.

Champions the values of the organization through example and accountability

Facilitates solutions to problems facing the department.

Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years in a transportation and programs related functional area.  At least 4 of required 5 years in a supervisory and/or technical Project Manager capacity in a related functional area.

Preferred Qualifications

Preferred Education Level & Type: Master's Degree

Preferred Experience Qualifications: Experience in Transit Operations

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in a Phone Screen Interview.

Phone Screen Interviews will be held: May 31, 2019.

Highest scoring candidates from phone screens will be invited to a written exam and oral board interview.

Written Exam and Oral Board Interviews will be held: June 7, 2019.

Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List.  An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:      

  • 5% of your rating for education and work experience
  • 5% of your rating for phone screen interview
  • 30% of your rating for written exam
  • 60% of your rating for oral board interview

This recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.  If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process or email it to malena.carreon@tucsonaz.gov.
