FORENSICS ADMINISTRATOR (#6360)

General Description

Administers and manages the operations of the Police Department’s Forensics Division, including Crime Laboratory, Evidence, and Identification Sections. Monitors, reviews, and resolves operational, legal, and personnel issues

Essential Functions

Organizes and directs daily operations of a division by performing administrative duties and by overseeing programs, projects, and management-level personnel (two or more fulltime employees)

Formulates and implements division strategic plans and work activities to coordinate and synchronize with Department directions and goals. Implements and evaluates policies, projects and programs

Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the Department and the City in an efficient and effective manner

Assists with implementing the Department vision through division activities and leads the division for maximum employee productivity and morale through hiring, training, evaluating performance, disciplining, and investigating and resolving grievances and other human resources actions

Develops and administers the division budget with staff assistance, to include grant development, proposal submission, and compliance management

Manages the American Society of Crime Laboratory Directors (ASCLD) accreditation for the state-of-the-art Crime Laboratory; ensures compliance with all technical standards

Analyzes organizational and community needs, analyzes trends, reviews statistics, identifies opportunities for improvement, and communicates developments and accomplishments to Department leadership

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to address issues facing our community and to respond as a representative of the City

Analyzes and evaluates new cases to determine appropriate methods of laboratory procedures

Upholds the values of the organization as a role model, mentor, trainer, and leader

Ensures that division operations conform with local, state and federal  regulations, statutes, case law, and other applicable rules and requirements

Facilitates solutions to problems facing the Department and collaborates with other managers to achieve Department objectives

Maintains proficiency through courses, seminars, professional publications, and membership in professional organizations

Monitors the operational status of the division by interacting with personnel and reviewing reports

Oversees crime scene processing and identification functions

Oversees the tracking, storage, preservation, return, and destruction of all property and evidence that comes into the Department, including long-term evidentiary vehicle storage

Monitors legal issues affecting the Forensics Division by tracking and reviewing court and litigation questions; addresses American Society of Crime Lab Directors/Laboratory Accreditation Board accreditation concerns

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 5 years experience in Forensics. At least 4 of the 5 years' in a supervisory capacity in a related functional area. “Supervisory” is defined as having supervised at least 1 full-time FTE.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
