Supervises and coordinates the equivalent of two or more fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit. Technically oversees Criminalists in the DNA section by reviewing the overall quality of work performed
Assists with the implementation, evaluation and interpretation of department policies, projects and procedures
Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports
Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance
Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities
Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors
Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements
Develops, coordinates, and monitors the forensic scientific program and quality assurance/quality control protocols for the DNA section of the Crime Laboratory. Contributes information regarding quality issues to the DNA section Coordinator or supervisor for employee performance reviews
Maintains compliance with the FBI Quality Assurance Standards for Forensic DNA Testing Laboratories and the ANSI-ASQ National Accreditation Board (ANAB) ISO/IEC 17025 requirements. Oversees the section’s annual accreditation audit, both internal and external. Maintains and updates the DNA section’s manuals as necessary. Performs mandatory technical reviews of cases. Researches, evaluates, updates and implements applicable forensic methodologies. Performs practical DNA analysis bench work when appropriate
Provides scientific consultation. Performs biology/DNA analyses on physical evidence. Researches and implements new and advancing technologies in DNA analysis. Interprets test results and forms conclusions; prepares reports; and testifies as an expert witness
Provides technical oversight over the operations of the DNA Unit. Monitors the DNA analysis methods, instrumentation and validations. Evaluates the work processes of all Forensic DNA Analysts. Coordinates and oversees DNA training of new Criminalists
Participates in the training of officers, detectives, attorneys, etc. as needed. Aids in the preparation of grant proposals. May participate in the preparation of bid specifications for new instruments by determining need, collecting literature on specifications, deciding which instrument would meet the needs of the department, writing bid specifications, locating funding sources, answering technical questions at bid openings, deciding which instrument is the right fit and within the City’s policies, and arranging for training and installation of instruments
Minimum Education Level & Type: Master's Degree
Minimum Experience Qualifications: At least 3 years in Forensic Human-DNA casework analysis experience
Arizona Criminal Justice Information System (ACJIS) Network Terminal Operator
Minimum Education Type must be in biology, chemistry, or forensic science related area
A minimum of 12 semester credit hours of undergraduate and/or graduate course work in biochemistry, genetics, molecular biology, statistics and/or population genetics as it applies to forensics DNA analysis is required
At least one graduate level course registering 3 or more semester hours be included in the required 12 semesters hours
