POLICE EVIDENCE SUPERINTENDENT (#6303)

General Description

Manages personnel and directs the retrieving, securing and releasing of property seized by law enforcement agencies. Performs future planning and development functions, manages the budget, oversees procurement activities and section audits, and develops and implements procedures.

Essential Functions

Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.

Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with the implementation and evaluation of department policies, programs, projects and procedures.

Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.

Develops and administers the section budget with staff assistance.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Implements the values of the organization through example and accountabilities.

Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.

Facilitates solutions to problems facing the department.

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.

Manages the section by scheduling and delegating assignments, enforcing safety requirements, and inspecting facility operations and equipment.

Oversees the security, storage, release, and destruction of evidence, including regular internal audits, coordination of destruction boards, courtroom testimony, procedural development, problem management and strategic planning.

Prepares and monitors the section budget, oversees procurement activities, ensures adequate supplies and oversees vendor contracts, estimates future purchasing and staffing needs.

Keeps abreast of new regulations and technological advancements, writes reports, and represents the department by meeting with various committees and outside agencies.

Minimum Qualifications

Minimum Education Level & Type: Associate’s Degree

Minimum Experience Qualifications: At least 3 years supervisory experience in retrieving, securing and releasing property seized by law enforcement agencies

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
