Exercises independent judgment while performing the following;
Regularly directs or supervises the work of at least two fulltime employees at the supervisor level in the section. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community.
Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner.
Assists with the implementation and evaluation of department policies, programs, projects and procedures.
Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.
Develops and administers the section budget with staff assistance.
Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments.
Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.
Implements the values of the organization through example and accountabilities.
Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements.
Facilitates solutions to problems facing the department.
Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities.
Manages and directs personnel in the collection and disposal of residential and commercial refuse and recycling, brush & bulky, container delivery and maintenance, landfill operations, and household hazardous waste.
Evaluates routes by regulating the collection and disposal of waste, monitoring parking at service center, and assisting in the creation of training programs.
Oversees compliance activities related to the drug and alcohol abuse policy and directs the coordination and transport of employees selected under the random drug testing program.
Ensures compliance with regulations and procedures set forth by the Arizona Department of Corrections for inmate workers assigned to the department. Establishes production standards by creating and maintaining production standard databases, creating queries needed to retrieve specific data for daily base production standards.
Adjusts schedules, routes, personnel, and equipment assignments to accommodate emergencies and unscheduled work. Creates, analyzes, and maintains vehicle usage by analyzing vehicle and equipment data, and analyzing specific operational issues. Investigates and resolves customer complaints and personnel problems; investigates accidents and implements accident prevention training programs.
Creates presentations, responds to inquiries, prepares and edits correspondence, ensures work orders are processed in an efficient manner, checks spreadsheets for updates, reviews employee performance evaluations and accident reports, contacts customers, and checks locations in the field as needed.
Minimum Education Level & Type: Associate's Degree
Minimum Experience Qualifications: At least 5 years’ experience in residential or commercial refuse collection and disposal.
At least 3 of required 5 years in a Lead or Supervisory capacity in a residential or commercial refuse collection and disposal related functional area.
"Lead" is defined as leading at least one (1) full-time FTE in a work unit. It does not include leading projects, departments, contractors, interns, etc.
"Supervisory" is defined as having supervised at least one (1) full-time FTE.

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
