ASSISTANT WATER OPERATIONS SUPERINTENDENT (#4068)

General Description

Oversees Water equipment, property operation, and maintenance.  Oversees utility call center and metering services operation.

Essential Functions

Exercises regular independent judgment while performing the following:

Regularly directs or supervises the work of supervisors and employees within a work area. Coordinates assigned supervisory personnel and their projects ensuring timely and quality activities.

Assists with the implementation and evaluation of department policies, programs, projects and procedures. Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resources actions.

Assists in the oversight of the planning, implementation, direction and management of all functions and resources of the maintenance area to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists in the designs of facilities, pumping stations, distribution mains and associated equipment by reviewing plans and sites; reviews and redlines new construction plans. Attends pre-construction and pre-bid meetings for new construction and purchases. Manages site and construction plans during build phases.

Performs site and plant inspections; manages and directs supervisors in the monitoring and resolution of pressure problems at plant sites and valve stations.

Conducts inspections of trenches and open holes at repair sites for City and Tucson Water safety requirements and OSHA regulations; monitors equipment performance to ensure industry and Tucson Water standards are met.

Inspects new pumping equipment plants and makes recommendations to improve performance; inspects fire hydrants, valves and equipment to correct and change "as built" drawings.

Provides customer service by managing and responding to escalated information requests, conducting research, providing solutions to problems, and correcting errors.

Assists in the oversight of the call center/metering services operation which includes planning, implementation, direction, and management of systems and staffing. This includes achieving strategic objectives of the department and the City in an efficient and effective manner. 

Assists manager with activities and programs related to small and large meter installations, inspections, meter shop and administrative functions and meter testing responsibilities. Tracks all department activities associated with Meter Age change outs, read rates, estimates rates, aged service orders, theft of service and zero usage objectives.

Coordinates communication with both internal and external customers. Provides customer service including managing and responding to escalated information requests, conducting research, providing solutions to problems, and correcting errors.

Minimum Qualifications

Minimum Education Level & Type: Associate's Degree

Minimum Experience Qualifications: At least 4 years of experience in a water operations environment. At least 4 years of supervisory experience in a related field. 

"Supervisory" is defined as having supervised at least 1 full-time FTE.

Special Job Requirements

Some positions require an ADEQ Water Distribution System Operator Grade II Certification

Positions in IRIS/Corrosion require a Cathodic Protection Certification within 12 months of hire

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
