General Description

This classification is a senior-level position providing experienced work direction.  Participates in the scheduled and unscheduled work of the section in servicing and reading water meters; responding to elevated and complex customer requests; collecting, analyzing, and presenting metering data to customers in the resolution of customer concerns and high bill inquiries; and install/relocate/remove backflow assemblies and construction water meters.

Distinguishing Characteristics

This position differs from others in this distinguished from the lower classifications in this series by performing tasks at a proficient, accomplished level and handling the more complicated, complex, or irregular tasks. Individuals in senior positions typically assist in setting priorities for work and are asked upon occasion to use judgment to solve unusual problems. This is a non-exempt level position.

Essential Responsibilities/Duties

Work requires functioning as a senior worker performing essentially the same work as those directedlevel position and includes overseeing work quality, training, instructing, and scheduling work.  Assists in planning and organizing activities of the section; assists in designing and sequencing meter reading routes; answers employee questions and instructs staff in work methods, use of tools and equipment, and proper safety methods

Generates data and interacts with customers and other department staff to respond to and resolve customer concerns about services and consumption; conducts high bill investigations, identifies and recommends methods to customers for reducing water usage; analyzes data to detect malfunctioning and crossed meters and Automated Meter Read (AMR) devices

Researches, investigates and verifies challenging, vague, or incomplete service information to ensure proper identification and billing of customer accounts; researches, creates and closes work orders; records accurate information regarding assigned tasks and work orders in accordance with established procedures

Performs complex field service investigations for cross-connections, meters, and AMR/AMI (Automated Meter Infrastructure) devices that require extensive research; inspects water meter installations for compliance with department specifications and coordinates complex corrections with contractors; installs construction and fire hydrant water meters and tests and relocates backflow assemblies

Reviews and coordinates resolution of meter access problems and hazardous conditions; performs meter service work including activation and deactivation of water service, delinquent locks, resetting meter boxes, and replacing meters; investigates water service conditions, including meter leaks, pressure problems, unauthorized connections, and damaged meters

Reads and interrogates residential, commercial and industrial meters on varying assigned routes safely and efficiently using hand-held computers and Automatic Meter Read (AMR) equipment; utilize laptop computers and mobile data terminals; troubleshoots and maintains a wide variety of field equipment and tools; performs daily operator-level maintenance; operates mobile work order system; creates and closes work orders

Performs activation and deactivation of water service; disconnects services on unpaid or delinquent accounts; locks and unlocks meters with appropriate locking devices; resets meter boxes and replaces meters

Maintains motor vehicles ensuring equipment and supplies necessary to complete assigned tasks; inspects and performs daily operator-level maintenance, checks, and service on assigned vehicles; requisitions necessary tools, equipment, and supplies required for assigned work orders

Performs other related duties as assigned or requested

Knowledge/Skills/Abilities

Knowledge of the operation, maintenance, and inspection of common and specialized tools, basic hand and power tools and equipment, and materials in the area of assignment

Knowledge of the theory of operation of flow-metering and inspection equipment

Knowledge of Occupational hazards and safety procedures

Ability to follow traffic laws and rules involved in vehicle and equipment operation

Collecting, recording and interpreting data from flow-metering and inspection equipment

Compiling and submitting routine, recurring and special reports on repair, maintenance, construction

Identifying and reporting hazardous conditions

Following verbal and written instructions

Troubleshooting and assisting repair of supported system electrical systems/components

Implementing worksite traffic control and other operational safety procedures

Maintaining and safely using individual safety and protective equipment

Using hand tools and making minor mechanical repairs

Reading and interpreting technical data, maps, and plans

Observing or monitoring data, machinery, and equipment to determine compliance with prescribed operating or safety standards.

Minimum Qualifications

High school diploma or GED and two (2) years of directly related experience.

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

Environment/Working Conditions

Must be able to perform physically demanding work under varying weather conditions such as extreme cold in the winter and extreme heat and humidity in the summer; including wind or rain. Limited visibility conditions which vary due to unfavorable atmospheric conditions and from sunset to sunrise
