TRANSPORTATION ADMINISTRATOR (#2760)

General Description

Administers and manages the activities and personnel of a transportation division. Develops and implements transportation projects and coordinates plans for division operations.

Distinguishing Characteristics

This position requires managing and monitoring work performance by providing direction to subordinate supervisors or administrators, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments as needed.  This position is also responsible for making final decision on hiring and disciplinary actions. This position receives limited direction and is exempt.

Knowledge/Skills/Abilities

Knowledge of modern management techniques, supervisory practices and evaluation methods.

Knowledge of principles and methods of budget preparation and monitoring.

Knowledge of City Administrative Directives, City and Department Policies and Procedures, City of Tucson and Pima County Standard Specifications for Public Improvements.

Knowledge of the City Procurement Contract website.

Knowledge of Unified Development Code (UDC), Technical Standards Manual (TSM), FHWA resources, Army Corp of Engineers Resources and  University of Wisconsin-Madison PASER Manual.

Knowledge of GIS environments Ability to read and interpret plans, technical documents and specifications, schematics and reports

Ability to evaluate policy options and policy analysis for Council and City management and exercise judgment and discretion in the interpretation and application of policies.

Ability to analyze transportation and street needs, availability of resources, existing programs, and other related factors in developing divisional programs and meeting short-term and long-range planning goals.

Minimum Qualifications

Bachelor’s degree in related field and five (5) years of directly related experience.

*Any combination of relevant education and experience may be substituted on a year-for-year basis.

Environment/Working Conditions

This incumbent will be exposed to standard office noises, and occasional exposure to outside elements on the way to various work meetings/job locations

Physical Demand/Levels

This position required frequent movement within an office environment. Incumbent will need to be able to sit, stand, bend, reach, view monitors, use repetitive motions, talking, listening and customer/client contact.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
