This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.
Manages projects by developing scopes of work, managing contract schedules and budget issues, developing plans and specifications, performing professional project management, directing the work of consultants and contractors, approving payments of invoices, maintaining project schedules, preparing reports, coordinating resources, and ensuring conformance with engineering standards and regulatory requirements.
Oversees and administers contracts by reviewing and rating consultant responses, negotiating design contract fees, reviewing and approving plans, reports and other design materials, reviewing received bids and recommending award of bid, conducting meetings, issuing permits, reviewing plans and forwarding on for permits, resolving issues, investigating on-site issues, preparing contract amendment, negotiating and preparing change orders, interpreting disputed contract language, issuing warnings and determining penalties for non-compliant work and reviewing and approving pay estimates.
Coordinates with other departments and agencies by sharing technical knowledge, providing experience on policy designs, aiding in contract administration, assisting in consultant selection, attending site investigations and providing engineering consultation on the unique needs of particular sites or problems.
Administers, manages and oversees project budgets by developing, administering and managing operating and capital budgets, approving and overseeing budget changes and payments, developing performance measures and goals, developing ordinances and policies to ensure compliance with regulatory requirements, identifying needs, and providing recommendations for funding sources.
Assists with hiring personnel, assigns work tasks, reviews employees performance, addresses equipment needs, provides training opportunities, resolves personnel issues, and directs the work of project teams.
Interacts with the public by tracking neighborhood improvements and budgets, attending neighborhood meetings, representing the City at public meetings, providing project status information to neighborhood associations and citizen committees and responding to inquiries from the public and City officials.
Plans for future operational needs by participating and overseeing development plans for future facilities, preparing budget materials for future capital improvements, participating in long and short range capital planning projects and developing concepts, cost estimates, budgets and time restraints.
Develops and upgrades policies and standards by evaluating the adequacy of standard specifications, recommending revisions, researching and investigating new materials and methods available and recommending and writing new or revised policies.
