General Description

Coordinates and facilitates City's medical leave programs (work related and non-work related) to ensure compliance with federal, state and local regulations.

Essential Functions

Serves in a lead role in the City's Family Medical Leave program; interprets Family and Medical leave policies and regulations; processes and documents the administration of employee leave policies in accordance with federal, state, and local regulations to include department policies and procedures.

Responsible for completing the self-insurance renewal application process that is reported to the Industrial Commission of Arizona.

Works with the Procurement department when contracts expire or service is below standards to procure service for our third party administrator with worker's compensation, occupational health, physical therapy and excess insurance.

Amends and updates Administrative Directives that affect the Medical Leave and Worker's Compensation area under the authority of the division Administrator and department Director.

Handles the lead role in the City's Workers Compensation program, is the main contact for the City's third party administrator (Pinnacle), attorneys and City physicians; responsible for reviewing claims, approving reserves on claims, attending hearings and maintains protocols regarding city physicians.

Manages and monitors Worker's Compensation liability claims; reviews claims, communicates with departments and injured employees and others, attends various meetings regarding claims, hearings, settlements, conferences and depositions as assigned.

Provides ADA, FML and/or Worker's Compensation training regarding policies, statutes, and practices to employees, supervisors and management.

Performs administrative duties by reviewing by providing technical assistance to departments for employee relations issues and ensures compliance with related federal, state and local regulations. Maintains employee confidential medical records in accordance with federal, state and local regulations.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years experience in handling employee relations issues such as Family Medical Leave, Worker's Compensation and/or ADA.

Driving Requirements

Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
