LABOR RELATIONS LIAISON (#1023)

General Description

Promote and maintain effective communications between labor groups and management. Interpret and administer labor group agreements regarding issues such as wages, salaries, benefits, pension, and union and management practices.

This job reports to: Director of Human Resources 

Essential Functions

Supervises and coordinates the work of at least two full-time employees ensuring timely and quality activities to respond to the needs of the city, community, department, and unit.     

Facilitate on-going communication and working relationships with employee representative groups including coordination of joint labor and management meetings.

Communicate effectively with managers, executives, and labor representatives daily to create positive working environment, address worker grievances, and verify compliance with contractual protocols.

Coordinate with Human Resources and other departments to create and sustain positive employee relations and facilitate effective communications between employees and management.

Develop and recommend to the Director of Human Resources policies and procedures concerning employee relations and personnel practices.

Monitor adherence by all parties to agreements.

Present the position of the city during arbitration, meet and confer processes, negotiations and other related meetings.

Draft proposals or counterproposals for agreements or other labor relations processes.

Train management on labor relations.

Minimum Qualifications

Education Level & Type: Bachelor’s degree in labor relations, human resources, business, or related field.

Experience: At least five (5) years working with employment and labor relations issues.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Incidental or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D, or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
