Performs the following functions with regular use of independent judgment:
Organizes and directs daily operations of a division by performing administrative duties, overseeing programs, projects, and manager level personnel (two or more fulltime employees).
Formulates and implements division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects and programs.
Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the City in an efficient and effective manner.
Assists with implementing the department vision through division activities and leads the division for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.
Develops and administers the division budget with staff assistance.
Analyzes organizational and community needs, analyzes trends, reviews statistics and opportunities, and communicate information to department leadership of impending developments, and accomplishment of actions.
Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.
Champions the values of the organization through example and accountabilities.
Ensures that division operations conform with local, state and federal governmental regulations, other applicable rules and requirements.
Facilitates solutions to problems facing the department.
Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.
Ensures customer satisfaction and acts as a liaison by attending meetings, making presentations on policies and procedures, providing input on proposed legislation and preparing correspondence, communicating with other departments, and informing and advising departments and other groups on current trends and laws.
Develops and implements policies by researching industry trends and legislation, developing and implementing guidelines and procurement methods and updating policies.
Manages the division by developing and overseeing the annual budget, goals and objectives, making recommendations and providing input on departmental issues.
Administers and awards contracts by making award recommendations for contractors, approving change orders, resolving contractual issues including claims disputes, closing out contracts and approving the final payment.
Promotes professional development of staff by determining training needs, developing materials and programs, conducting training programs and identifying training opportunities.

Minimum Experience Qualifications: At least 5 years supervisory or lead experience in public contracting
Valid and Unrestricted Class D - Driver's License

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
