Directs, plans, organizes and coordinates all programs, functions, and activities of the Budget and Research Department to fulfill the budgeting service requirements of the City.
Provides leadership as a member of the City's executive leadership team on an organization-wide and community basis to ensure that public services are provided in alignment with the City's strategic objectives.
Exercises oversight authority and broad discretionary judgment to manage all functions and resources of a City department to achieve the department's strategic priorities.
Communicates a vision and provides department leadership to focus employees so they may become proficient and motivated to do their best work. Through hiring, discipline, evaluating employee performance, investigating and resolving grievances and coordinating other human resource actions.
Directs the development and administration of budgets, policies, projects and programs of the department to effectively and efficiently deliver high quality services to the City and the community.
Collaboratively and cooperatively works with the Mayor, Council Members, City Manager, department directors and other senior managers to analyze organization and community needs, and takes action in response to those needs.
Develops strategic partnerships with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.
Champions the values of the organization through example and accountabilities.
Ensures that department operations conform with local, state, and federal government regulations, and other applicable rules and policies.
Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.
Develops, implements and manages the City's annual operating budget and five year capital improvement program by advising others, making decisions and addressing issues related to the budget.
Presents budget information and projections to various audiences.
Provides evaluation and policy analysis of municipal programs, facilitates performance improvement and project management.
Provides solutions and alternatives to management personnel who handle City budgets.
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 7 years in the administration of a multi-functional budget operation

Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
