General Description

Administers and manages the City's budget analysis and development functions. Including advanced research and data/economic modeling using complex methodologies and statistical techniques. Coordinates the annual budget preparation process and prepares and presents the budget and funding information to City management.

Essential Functions

Organizes and directs daily operations of a division by performing administrative duties, overseeing programs, projects, and manager level personnel (two or more fulltime employees).

Formulates and implements division strategic plans and work activities to coordinate and synchronize with department directions and goals. Implements and evaluates department policies, projects and programs.

Independently designs, builds, maintains, and utilizes economic and financial models and datasets necessary to understand the implication of business/economic market forces on organizational policy and goals.

Conducts ad hoc analyses on a wide array of financial matters, including, but not limited to, financial and statistical analysis, regional economic forecasting, and the development of "what-if" analyses. Will conduct research/data collection and the development of economic and financial analyses for issues that may not have ever been previously examined.

Oversees the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the City in an efficient and effective manner.

Assists with implementing the department vision through division activities and leads the division for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions. 

Develops and administers the division budget with staff assistance. Analyzes organizational and community needs, analyzes trends, reviews statistics and opportunities, and communicate information to department leadership of impending developments, and accomplishment of actions.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Champions the values of the organization through example and accountabilities.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree in Economics, Statistics or Business Administration

At least five (5) years experience in database manipulation, statistical analyses or spreadsheet and/or statistical software usage. At least 4 of 5 required years in a Supervisory capacity in budget development and administration related functional area.

"Supervisory" is defined as having supervised at least 1 full-time FTE.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
