General Description

This position manages the City of Tucson’s pension and retirement operations as defined by City Charter and State Statues using generally accepted practices which require sound judgment, initiative and discretion. Additional responsibilities will include the supervision of personnel performing administrative related functions in the retirement office

Essential Functions

Exercises regular independent judgment while performing the following:

Regularly directs or supervises the work of at least two fulltime employees

Coordinates assigned professional, para-professional, and administrative support personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community

Oversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner

Assists with the implementation and evaluation of department policies, programs, projects and procedures

Assists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other coordinating human resource actions

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities, and communicates to the department leadership of impending developments Implements the values of the organization through example and accountabilities. Ensures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements Facilitates solutions to problems facing the department

Maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications, taking classes and participating in developmental activities

Performs related duties by maintaining knowledge of laws, policies and practices, and updating personnel of applicable laws and policies

Supports the management of the City of Tucson Supplemental Retirement System (TSRS) which include a defined benefit plan, 457 deferred compensation plan and 401a defined contribution program Manages the retirement office’s daily operations including payroll administration for approximately 3,000 beneficiaries and support for approximately 2,500 active employees

Supports the annual TSRS audit to include the coordination and assembly of the TSRS Comprehensive Annual Financial Report Supports the Plan Administrator in providing direction and guidance to 7 member board of trustees for the TSRS including representing staff at monthly Board meetings

Supervise retirement office staff and maximize employee productivity and morale through evaluating employee performance, training, managing work flows and setting priorities

Ensures a high level of customer service is provided to plan members who interact with the office by phone, email, walk-in and appointment

Provides assistance to plan members with retirement planning and counseling through educational outreach through employee orientation and pre-retirement seminars

Works directly with Lead Pension Analyst and Management Analyst to document and prepare and/or review final retirement calculations for eligible members electing to retire from the City

Conducts retirement interviews with members considering their personal retirement plans and responds to members asking for retirement planning information or an estimate of their monthly retirement benefit at retirement

Calculates death benefit payments and adjustments for member and continuing survivor payments

Provides support to the Plan Administrator with special analysis projects, actuarial data submissions and other duties as assigned

Provides support for the City’s Deferred Compensation Plan Reviews and approves systems Qualified Domestic Relations Orders in accordance with plan documents and in consultation with external legal counsel

Ensures the department meets regular deadlines for setting up benefit payments for members that have retired, and reviews member contribution refunds processed

Develops, directs and manages the processes to provide semi-annual reconciliations of the member and employer contributions received and service purchases, researching transaction details and the calculation of adjustments for member and continuing survivor payments

Presents information at public speaking engagements at new employee orientations, pre-retirement planning seminars or other public forums

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 5 years of experience in retirement, defined benefits, finance or closely related field. At least 3 of required 5 years in a Lead or Supervisory capacity in a related functional area.  

“Lead” experience is defined as having to lead at least one permanent full-time employee. It does not include leading projects, departments, contracts, interns, etc.  “Supervisory” experience is defined as having to supervisor at least one permanent full-time employee.

Driving Requirements

Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
