General Description

Coordinates the preparing, monitoring, analyzing, evaluating and recommending of municipal capital improvement and operating budgets.

Essential Functions

Oversees the Budget Reporting and Analysis Supporting System (BRASS) used to monitor department budgets, creating budgets, producing reports and project expenditures.

Maintains AHRS and Position Control Number (PCN) program used to authorize and create positions, reclassification needs and to correct accounts related to positions throughout the City.

Assists and trains users on financial software by adding users to computer systems, testing software, conducting education programs, and working with users to solve problems.

Performs administrative duties by gathering data and reports, processing applications, planning and publishing fiscal year end schedules, building data files and spreadsheets, assisting with special projects.

Develops methods and procedures for budget analysis and control and assists in the development of management policies and guidelines.

Manages, coordinates, and determines priorities of work load, monitoring levels of resources, establishing time lines, recommending changes and suggestions, writing, reviewing and editing reports prepared by staff, and approving completed projects and reports.

Prepares City Manager's recommended operating and capital budget for Mayor and Council review.

Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.

Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.

Ensures unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.

Plans, organizes and performs budget analysis, reporting, projections and expenditure level recommendations.

Plans and schedules work activities and establishes goals and priorities; reviews work progress and implements appropriate corrective actions to resolve problems and deficiencies.

Plans, organizes and assists with the development and preparation of the City's operating and capital budgets, the five year capital improvements program and multi-year operating budget projections according to appropriate legal requirements.

Assists City departments in budget preparation and administrative; coordinates preparation of the budget manual.

Responds to inquiries and provides information concerning the capital and operating budgets.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 years experience in developing and preparing operating and capital budgets

Driving Requirements

License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
