General Description

Leads department reps in preparing, reviewing, analyzing, evaluating and administering the City budget; evaluates fiscal impact of budget submittals and related issues on departmental budgets and Citywide budget. Approves adjustments in funding levels.

Essential Functions

This is a lead position affording guidance to other positions performing the same tasks. This lead position involves a high level of interaction with other City departments' management personnel and encompass a wide range of tasks that require independence of action and have an impact on City operations.

Establishes and reviews budgets by developing a performance to establish a base budget for department needs, conducting a budget review of past budget requests, evaluating budget needs, past expenditures, program expansion, project needs and projected revenues, discussing and resolving issues and variances, developing budget recommendations, preparing documentation, conducting presentations and incorporating changes and assisting in the preparation of the published budget document.

Monitors and authorizes budget expenditures by reviewing submitted budget documents, verifying available funding, evaluating, analyzing and authorizing expenditures, researching expenditure levels and preparing reports. Reviews and approves departmental budget charge requests.

Monitors and evaluates budget implementation by conducting analysis of  expenditures, developing financial and budgetary forecasts, developing funding responses to resolved budget surpluses and deficits and compiling reports. Makes adjustments to funding levels by increasing or decreasing funding levels when unplanned needs occur and projects have exceeded authorized funding amounts, evaluating the impacts of reducing funding levels, making recommendations for funding sources, preparing documentation and implementing approved funding changes.

Plans, organizes and oversees the development and preparation of a city department's operating and capital budgets to appropriate legal requirements.

Reviews operating and capital budget related documents prepared by city departments for completeness and accuracy; provides feedback and direction regarding budget related documents to all levels within the organization.

Provides information to appropriate parties regarding policies.

Establishes and recommends procedures and prepares reports.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At Least 3 years of experience in developing and preparing operating and capital budgets

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D, or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
