This position is responsible for leading and supervising the activities of the payroll and timekeeping sections and to perform advanced accounting duties involved in the processing of the City's payroll, and testing and implementing the payroll systems. Work also includes preparing quarterly and annual federal and state payroll reporting returns and researching all applicable federal, state and local tax laws. This position will also train employees on new and existing processes and procedures.
This class performs related duties as required.
DISTINGUSHING CHARACTERISTICS: Work requires supervising and monitoring performance for a regular group of employees or a work unit including input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. This classification is supervised by the Payroll Manager. This class differs from the Payroll Manager class by the latter’s greater level of payroll theory and principals in completing work assignments, and in the more advanced scope and level of assignments. This position does require work to be physically present.
Reviews work for completeness, accuracy, and compliance with Federal and State laws and City administrative regulations.
Prepares and submits payroll journal vouchers.
Assists Payroll Manager and provides as backup whenever necessary.
Assists the Payroll Manager in establishing and meeting the Payroll Division's goals including meeting time sensitive deadlines.
Responds to requests and questions from staff relating to work assignments; provides one-on-one training and coaching.
Maintains and prepares existing payroll system with updates and/or adds/deletes to earning codes, deduction codes, etc. including year-end carry-over processes to maintain annual balances.
Assists in giving input on hiring decisions, employee evaluations, goal setting and recommends additional training and/or discipline regarding assigned staff.

Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
