General Description

Data analysts for the City of Tucson analyze raw data that span the breadth of the organization to find trends and answer questions that improve customer service and increase the quality of life for citizens and employees.  Data analysts will need to have strong skills across the data analysis pipeline, including proficiency in data mining, data management, statistical analysis and data presentation.  The most important of these skills is statistical analysis, which they will use to be able to perform descriptive (what happened), diagnostic (why it happened), predictive (what will happen) and prescriptive analytics (what should be done about it?).

Distinguishing Characteristics

Work may require providing advice to others outside reporting relationships and specific problems or general policies. Contacts may require the consideration of different point-of-view to reach an agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas. This position is non-exempt.  

Essential Functions

Proactively analyze data to answer key questions from stakeholders or personal initiative with an eye for driving business performance and investigating and communicating areas for improvement in efficiency and productivity.  

Create and maintain rich interactive visualizations through data interpretation and analysis by integrating various reporting components from multiple data sources.            

Monitor data trends to assist with bringing challenges to the forefront.                                  

Utilize predictive analysis frameworks to direct workflows.                                 

Work closely with customers to understand and maintain focus on their analytical needs, including identifying critical metrics and KPIs and delivering actionable insights to relevant decision-makers.                                     

Develop and maintain databases by acquiring data from primary and secondary sources; build scripts that will make our data evaluation process more flexible or scalable across data sets.                      

Knowledge/Skills/Abilities

Coding and several languages: C#, C++, JavaScript.

Querying databases and using statistical computer languages: R, Python, SQL, Perl, Php, etc.

Creating and using advanced machine learning algorithms and statistics: regression, simulation, scenario analysis, modeling, clustering, decision trees, neural networks, etc.     

Visualizing and presenting data for stakeholders using: Qlik Sense, Thought-spot, Insights.

Strong communication skills

Ability to work in teams

Minimum Qualifications

EDUCATION LEVEL & TYPE: Four-year Bachelor’s degree in Computer Science, Management Information Systems

EXPERIENCE:

At least one (1) year of experience working in technical data analysis, data science, data warehousing, and data visualization.

EDUCATION & EXPERIENCE EQUIVALENCY: Any combination of training, education, and work experience equivalent to Five (5)  years of relevant experience may be acceptable.

This position operates in a professional office environment.

Physical Demand/Levels

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position would require the ability to Sit, Stand, Bend, Reach, View monitors, use repetitive motions, as well as Talking, Listening, Customer/Client Contact.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
