General Description

Provides legal advice and counsel, prepares legislative material, litigates cases in court, reviews materials submitted to the Mayor and Council and responds to legal inquiries from the executive management team.

Essential Functions

Identifies and analyzes legal issues associated with projects and programs of City wide importance by attending meetings with City executive staff, discussing issues and law with peers and supervisors, and presenting issues and analysis to supervisors for review and guidance.

Practices and litigates actions involving the City of Tucson in diverse general and specialized areas of law such as zoning, contract, business, employment, labor, civil rights, criminal law, environmental, bankruptcy, tort defense, water, condemnation, and real estate with emphasis on federal and state law specific to municipal issues that affect or limit policy making by the Mayor and Council and the City Manager.

Analyzes and integrates the results of recent legal developments to evaluate their impact on the Mayor and Council and City management in carrying out administrative, functional and policy implementation responsibilities. Provides legal advice to department directors and executive management to assist them in formulating and executing viable and legal management strategies and alternatives consistent with departmental objectives.

Reviews materials submitted to the Mayor and Council for their meetings and prepares necessary legal documents for consideration by them, including such items as contracts, deeds, ordinances, and authorizations to ensure the legal validity of all acts taken by the Mayor and Council.

Minimum Qualifications

Minimum Education Level & Type: Juris Doctorate

Minimum Experience Qualifications: At least 5 years civil and/or criminal litigation

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
