General Description

Assists the presiding magistrate in planning, organizing, and coordinating all programs, functions and activities of the City Court to meet statutory and judicial support requirements. Providing operational leadership on an organization-wide and community basis to ensure that public services are provided in alignment with the City's strategic objectives. This includes evaluating personnel and program performance, preparing and administering the Department budget.

Essential Functions

Performs the following using broad discretionary judgment:

Assists the presiding magistrate in planning, implementing, directing and managing of all functions and resources of the department to achieve the strategic objectives of the department and the City in an efficient and effective manner.

In coordination with, or in behalf of, the presiding magistrate, attends meetings, makes decisions, and provides department leadership. Acts as liaison to City departments, other governmental or judicial units and the public regarding matters of Court administration.

Assists the presiding magistrate with implementing the department vision.

Provides leadership to the divisions and units of the Court including for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.

Champions the values of the organization through example and accountabilities.

Develops and administers the department budget with staff assistance.

Implements and evaluates department policies, projects and programs.

Analyzes organization and community needs, analyzes trends, reviews statistics and opportunities and communicates information to the presiding magistrate.

Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City.

Collaborates with Court judicial personnel, other city Departments, other governmental or judicial units and the public to assure effective and efficient service delivery and timely and accurate record keeping and information transfer.

Supervises the development, preparation and administration of contracts, grants and intergovernmental agreements.

Ensures that department operations conform with local, state and federal governmental regulations, worker safety and other applicable rules and requirements, as well as the Uniform Standards of the Judicial Code of Conduct required of all City Court employees.

Facilitates solutions to complex problems facing the department.

Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.

In coordination with the presiding magistrate, develops, implements, and monitors effective security policies and procedures for the City Court facility, employees, the members of the public, records, and monies.

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree

Minimum Experience Qualifications: At least 5 of required 7 years in a Supervisory capacity in a management experience in court administration related functional area.

"Supervisory" is defined as having supervised at least 1 full-time FTE.

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
