General Description

This position will coordinate, consult, and advise special program efforts undertaken by the City with a focus on lean practices and elimination of waste and finding of efficiencies. This position will develop and coordinate strategic innovation projects and implement policy and/or process improvement projects across the City of Tucson

This position will enhance ties at local, state, and national levels, implement organizational studies and evaluations, update operations and policies, and improve the effectiveness and efficiency of programs and services. This position will assist the Innovation Administrator in the development of timelines and milestones, preparation of reports on progress of projects, and identification and prioritization of projects that align with the City’s vision and goals

Incumbents exercise independent judgment in the analysis of data, policies and issues. Incumbents will demonstrate critical thinking skills, implementing user centered design to improved service, systems, processes and operations

Essential Functions

Exercises regular independent judgment while performing the following:  

Consults and coordinates the management of innovation projects

Collaborates closely with and liaisons between directors, project managers, staff, and elected officials to identify customer needs, create solutions, and support innovation projects in alignment with the greater City vision and goals

Identifies, creates, and maintains private, non-profit, and product partnerships that add value to the City

Develops and maintains a process management and improvement system to determine results, successes, and lessons learned from implementation of projects. Incorporates best practices, such as Lean Six Sigma or Denver Peak Academy, and lessons learned into future projects. Initiates, conducts, and operationalizes after-action reports

Facilitates solutions for organizational, operational, or vendor issues that may affect the outcome or timing of projects

May oversee ongoing systematic monitoring for compliance or other standards as appropriate to the area of assignment. Tracks and monitors status of Office of Innovation & Strategy projects, including efficiencies achieved through completed projects

Consults with budget staff and/or department designee to analyze performance results and makes recommendations on budget process matters and strategic resource allocation to department leadership and/or the City Manager's office. Identifies, develops, and/or facilitates viable project funding. Tracks financing and budget preparation/control

Assists in the execution of new product launches and releases and manages the cross-functional implementation of the plan. Coordinates with cross-functional teams to scope, prioritize, and advocate for projects

Collaborates across functions and disciplines in search of product, process, and business solutions

Conducts complex internal management analysis projects and studies.  Emphasis is on collecting, analyzing, and summarizing large amounts of data into useful information; developing process maps; facilitating work sessions; coordinating work tasks with other departments when applicable; and assisting departments with operational decisions or modifications of departmental procedures

Conducts ad hoc analyses by synthesizing large volumes of data into meaningful conclusions that help leadership make informed decisions

Works independently, with little direction; can change direction, priorities quickly, flexible and adaptable

Performs related work as required

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s Degree

Minimum Experience Qualifications: At least 3 years of increasingly responsible professional-level experience with analytics or performance management in executing large scale performance, process improvement or other projects

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
