Represent and advocate the City's interests on the State, Local and Federal governmental levels.
Communicate with and educate elected officials, staff, and agencies at state, federal, and local levels about the impacts of legislative, regulatory and policy measures.
Formulate and implement advocacy strategies in support of City's Legislative Agenda, including the development and implementation of strategies with coalitions and allied groups.
Testify before legislative committees on behalf of the City.
Monitor and review pending legislation for impacts on the City.
Serve as a point of information and contact for the Offices of the Mayor Council and City Departments, including updates at Council meetings as necessary.
Advise and direct Staff on testimony and advocacy strategy and materials.
Provide direction to contract consultants.
Research and prepare fact sheets, advocacy materials and other forms of external communication in support of City of Tucson and IGR Program goals and objectivities.
Develop resolutions for League of Arizona Cities & Towns in consultation with the Offices of the Mayor & Council and City Staff.
Develop the City Legislative Agenda in consultation with the Offices of the Mayor & Council and City Staff. Research and draft legislation.
Represent the IGR Program Director at meetings and events as necessary.
Serves as the City's representative on projects, committees, and programs.
Represent the City's interest at legislative stakeholder negotiations. Present to community groups, coalitions, and associations.
Prepare research memos on legislative and policy issues.
Attend and present and national conferences including the International Downtown Association and United States Conference of Mayors' Executive Staff Institute.
Write correspondence for the Mayor and City Manager.
Respond to constituent inquiries, including media inquiries, requests for information and referrals to local, state, or federal offices/agencies.
Develop reports, including the IGR Annual Report and the IGR Business Plan.
Attend training sessions including CLE.
Direct interns on projects.
Minimum Education Level & Type: Bachelor's Degree
Minimum Experience Qualifications: At least 5 years in Intergovernmental Relations with at least two years performing and lobbying (lobbying to be considered a primary - 35% or more - function of the job) legislative agendas.

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D, or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
