LIABILITY CLAIMS MANAGER (#0312)

General Description

Responsible for managing the Public Liability’s function relating to all aspects of internal and external claim handling.

This position reports to the Risk Manager.

Essential Functions

Manages and processes claims involving city vehicles, property, and employees according to all local, state, and federal guidelines.

Conducts investigations by inspecting the scene, gathering police and department reports, interviewing witnesses, hiring appropriate appraisers, reviewing medical billing and gathering any other supportive document to assist with decision-making.  

Manages the incident report process, including checking reports for errors, contacting involved parties for supporting documentation, and assigning claims to adjusters for handling.  

Supervises and coordinates the work of at least two fulltime employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit. Negotiates and finalizes claims with adverse parties and department representatives.   

Responds to requests from excess carriers, members of the public, and insurance brokers for information relating to incidents. 

Provides training, leadership, mentoring, and coaching to staff and customers. 

Recommends policy changes and provides guidance and advice to department leaders.  

Assists with implementation of Public Liability policies, projects, and procedures.  

Reviews and analyzes division and community needs and trends to make recommendations to leadership.  

Serves as the System Administrator for Risk Management Information Systems (RMIS). This includes developing reports, dashboards, and widgets, and troubleshooting issues.

Minimum Qualifications

Minimum Education Level & Type: Bachelor’s degree in Risk Management, Business, Accounting, Public Administration or a directly related field or equivalent

Minimum Qualification Experience: At least 3 of required 5 years in a Lead or Supervisory capacity in a Risk Management related functional area. "Lead" is defined as leading at least 1 full-time FTE in a work unit. It does not include leading projects, departments, contactors, interns, etc.
"Supervisory" is defined as having supervised at least 1 full-time FTE.  

Driving Requirement (Level/Type/CDL Endorsements): Valid and Unrestricted Class D – Driver's License

Special Job Requirements

Certification as Associate in Claims (AIC)  

Certification as Associate in Risk Management (ARM)  

Licensed Arizona Insurance Adjuster

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
