COMMUNITY SAFETY NAVIGATOR (#0070)

General Description

This position provides direct navigation services as needed, including but not limited to assisting homeless individuals and families with document collection, completing applications for mainstream benefits, completing and submitting housing paperwork, assisting with housing search and connecting individuals and families to substance use and mental health resources when needed.

Essential Functions

Identifies appropriate permanent housing options for clients and continuing time limited supports once the individual or family is sheltered or housed permanently.

Works with management, outreach staff, and City departments in coordination of and service of Housing First program. 

Assists with development and implementation of the annual Housing and Urban Development (HUD) Point in Time Homeless Street Count.  

Assists with the planning and execution of special events related to homelessness and housing services.  

Responds to assistance requests for service from Tucson Fire and Tucson Police departments, City of Tucson Departments and the public (e.g. Tucson residents, businesses, churches and social service agencies).  

Provides data collection through Homeless Management Systems (HMIS). Maintains accurate records including clients served into HMIS.  

Ensures that assigned vehicles are fully stocked with supplies and resources such as snacks, water bottles, brochures, paperwork, etc.    

Participates in training, neighborhood meetings, public meetings, and other public forums, workgroup meetings and relevant homeless meetings as assigned.    

Networks with other City of Tucson departments and local nonprofit agencies and coalitions.    

Attends trainings and participates in continuous quality improvement of the program.  

Performs other related duties as assigned. 

Minimum Qualifications

Minimum Education Level & Type: High School Diploma or G.E.D.

Minimum Experience Qualifications: At least 2 years in unsheltered homeless service deliveries, housing-first approach, and direct outreach to and navigation of homeless populations   

Valid and Unrestricted Class D - Driver’s License

Driving Requirements

The following information pertains to driving requirements for this classification with the City of Tucson. Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
