Nature Of Work

An employee of this class performs highly responsible, complex professional work on an independent basis as it relates to strategic project funding and grants coordination and administration. The employee works with administrators, department directors, management staff, the City's intergovernmental relations coordinator and external lobbyists to establish strategic funding initiatives and plans that support the Mayor's priorities and initiatives.  Work is of more than average difficulty and involves advanced management, research and analytical skills application. Work is performed under general supervision with considerable initiative and independent judgment. Important responsibilities are to ensure assignments are conducted in a thorough manner; recommendations are developed and presented which provide a sounds basis for actions. Work is reviewed through reports, presentations, and grants management.

Examples of Duties

Create and maintain long term business/grant relationships with external grant donors to include private foundations, federal governmental agencies, state governmental agencies; and various local agencies that could potential be partners in grant applications.

Supervise, plan, assign, and review work of grants coordination and administration team; completes performance evaluations; approves leave requests; develops plans for staffing; adjusts work schedule to meet grant submission deadlines.

Identify and develop strategies to optimize the grants administration process; serve as liaison between City of Tampa and grantors. 

Provide capacity building to team through on-the-job grant writing, grant reporting, procurement, grant budgeting and other training as needed.

Responsible for submitting all grant applications to donors; reviews grant applications for accuracy, compliance and requirements prior to submission; responsible for reviewing and processing all letters of support for signature.

Manage all online grant management portal users and access; ensure updates and compliance with SAM.gov requirements.

Review, revise and update grants manual and grants policy on an annual or as needed basis.
Review cost benefit analysis prior to recommending grant submittal; gives recommendations on funding sources. Identify and cultivate relationships with new and potential funding agencies.

Lead grant kickoff meetings to ensure grant implementation team is aware of reporting, procurement, and financial grant requirements.

Participates in quarterly grants meeting and holds other grant meetings as necessary; prepares monthly and quarterly grant reports which include grants awarded, grants pending notification and grants forecast; prepares research, reports, and presentation as requested by supervisor.

Coordinate with lobbyists and intergovernmental relations staff; coordinate with grant accounting staff on grant financial reports and reimbursements; assist with FEMA grants management including gathering City's costs and preparing reimbursement requests with supporting documentation; assists with mutual aid deployment reimbursements.

Serve on the County's and City's Local Mitigation Strategy Working Group which develops all-hazards strategy outlining the threats, vulnerabilities and strategies to make the communities more disaster resilient.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: methods, procedures, management, and analysis of grants oversight, compliance and administration; the City's strategic outcomes and where and how to apply for grant funding to support these outcomes; the process to apply for competitive grants from various donor entities; the process to access formula/entitlement grants provided by the Federal government; grant submittal requirements of various granting agencies; U.S. and State government grant regulations and policies; principles of organization and management; supervisory techniques; effective training techniques; methods of accounting and budgeting; agenda/staff summary review process.

Ability to: read, understand and interpret grant notice of funding opportunities and grant agreements; plan, assign, supervise and review the work of others; collect and analyze data to draw sounds conclusions; formulate and present recommendations and implementation methods; prepare and present oral and written reports; establish and maintain working relationships with other employees and managerial personnel; understand and communicate effectively with city staff.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor. 

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in public or business administration, planning, social sciences or related field and (5) years of experience in research, developing, or administering grants and (3) years of supervisory experience.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above. 

Licenses or Certifications

Evaluation of education and experience. Drug testing is included in all pre-employment processing.


During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
