Parks & Recreation Site Supervisor I- Forestry Division

Nature Of Work

Under direction, an employee in this class is responsible for the efficient supervision, operation, programming and maintenance of a Community Center and adjoining park amenities and/or park or group of parks. Work is of more than average difficulty and requires considerable initiative and independent judgment, tact, and courtesy. Work entails extensive contact with the public and community organizations. This position requires knowledge of community needs and how to service those needs efficiently and effectively, and the ability to establish strong relationships. Employees are required to work flexible hours. Work is performed under the direct supervision of a Team Supervisor and is reviewed through conferences, reports, and results achieved.

Parks & Recreation Forestry Division:

An employee in this class is responsible for performing diverse supervisory and administrative tasks in directing the efficient supervision, operation, and maintenance of the trees in 194 parks and along 1,400 miles of City streets. Work is of considerable difficulty and involves planning, organizing, scheduling, and coordinating forestry activities, arboriculture programs and tree maintenance and requires considerable initiative and independent judgment, tact, and courtesy. Work entails extensive contact with the public. This position requires knowledge of arboriculture practices, urban forestry needs, and how to service those needs efficiently and effectively. Employees may be required to work flexible hours. Under general direction of a manager, employees are required to exercise considerable initiative and independent judgment in coordinating with subordinates to develop and execute the urban forestry program. Employees evaluate personnel, equipment, material, and maintenance requirements and coordinate the recruitment and procurement of resources as needed and approved. The employee is reviewed through conferences, reports, and results achieved.


Examples of Duties

Plans, organizes, coordinates, and supervises the Parks and Recreation Urban Forestry program.

Assigns, schedules, trains, supervises, and review the work of subordinates; completes performance evaluations; administers discipline; recommends hiring, promotions, and transfers; responds to grievances; interprets rules, regulation, policies and procedures for staff; plans and conducts staff meetings.

Maintains payroll, personnel and inventory records; assigns work or submits work orders to assure proper maintenance of facilities and equipment; coordinates the provision of resources including supplies, tools and equipment; prepares budget request for the Forestry Division and recommends vehicle and equipment purchases; prepares reports and statistical studies; completes site inspections to determine adequacy and maintenance requirements. Reviews staff work and safety in the field.

Ensures compliance with ANSI Standards (Z-133 and A-300), applicable safety, and ISA Best Management Practices. 

Ensures proper tree care and appropriate application of restricted use pesticides.

Coordinates the provision of resources including supplies, tools and equipment.

Organizes, promotes, and evaluates the urban forestry program.

Creates and promotes a team atmosphere within the department.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: appropriate practices, methods, and techniques of arboriculture, urban forestry, and tree management/maintenance, tree care, soil management. Working knowledge of effective supervisory techniques; office management, records keeping and report writing; first aid and CPR.

Skills in: verbal and written communications, tree care, pesticide applications

Ability to: prepare and interpret written reports and impart them effectively; maintain proper records; implement appropriate practices, methods, and techniques of urban forestry and arboriculture;  coordinate with public and private groups to develop partnerships; plan, assign, coordinate, supervise, and review the work of subordinate personnel; establish and maintain effective working relationships with subordinate personnel, peers, representatives of other city departments, and the public; operate a light motor vehicle if required

Minimum Qualifications

Graduation from high school with two (2) years of college coursework in parks and recreation administration or a related field and five (5) years of experience in conducting parks and recreation activities; including two (2) years as a lead worker

or 

Graduation from high school and seven (7) years of experience in conducting parks and recreation activities; including two (2) years as a lead worker.

Preferred:

Graduation from an accredited college or university with a bachelor's degree forestry, arboriculture, horticulture, natural resources, parks and recreation administration or a related field and five (5) years of experience in the conduct and/or administration of parks and recreation activities; including two (2) years in a supervisory capacity.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Special consideration for Certifications including, but not limited to: ISA Certified Arborist, ISA Certified Municipal Specialist, TCIA Tree Care Specialist, TCIA Crew Leader Qualification, TCIA Certified Treecare Safety Professional.

Must obtain within 1 year of hire: ISA Arborist Certification, Florida Pesticide Applicator license

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
