This is skilled work at the journey level in connection with the installation, servicing, maintenance and repair of large and complex air conditioning, heating and refrigeration equipment and in performing general trades work in addressing plumbing, electrical, elevator, and other service needs of major city buildings.  Bargaining unit position.

Nature Of Work

Employees in this class perform a wide variety of mechanical, electrical and electronic maintenance and repair on various types of heating, ventilating and air conditioning equipment, ranging from basic wall or window units and central systems to large commercial units (e.g. 360 ton chillers; 120 ton condensers) which are located at major city facilities. This is technical work of more than average difficulty with primary responsibility for working with the large and most complex HVAC units in the downtown core area. Additionally, employees are required to address general maintenance needs (plumbing, electrical, carpentry, etc.) in the downtown core buildings to which they are assigned. Although performed under general supervision, employees often work independently. Responsibilities require that employees exercise reasonable initiative and independent judgment in determining processes and procedures to be utilized in performing assigned tasks. Employees are subject to irregular hours including nights, weekends, holidays and after hours stand-by assignment. Standby requires employee to respond to HVAC malfunctions as well as plumbing, electrical, elevator and other facilities needs. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Exercises primary responsibility for automated building controls, HVAC, plumbing, electrical and related servicing, maintenance and repair needs for major downtown buildings and facilities; operates and maintains heating, ventilating, air conditioning, and allied mechanical equipment to provide comfortable temperature and humidity controls in major city buildings and facilities; operates, maintains and troubleshoots fire alarm control panels, generators, the City’s clock and bell tower gear linkage, security alarm panels (motion detectors and doors sensors) etc.; calibrates and adjusts electronic or pneumatics control systems; diagnoses and repairs minor elevator problems, including doorjambs, blown fuses, and other problems.

Takes temperature readings in buildings and manipulates controls to maintain temperatures at proper levels; attends to preventive maintenance; changes filters, cleans boilers, filters and pump strainers; recharges systems with refrigerants; changes belts, greases bearings, and cleans evaporator and condenser coils; recovers refrigerants for recycling; maintains chilled water, cooling tower water, and boiler water chemical concentrations.

Troubleshoots system malfunctions and performs electrical, electronic, plumbing, and mechanical diagnostic work in analyzing the operational condition of systems and equipment components; use drawings, manuals, schematics, and wiring diagrams to analyze and isolate malfunctions; works with electrical, pneumatic and electronic control systems; installs, repairs and maintains motors, compressors, condensing units, evaporators, pumps, fans, ducts, pipes, thermostats, switches, etc.; connects equipment to electrical power sources; installs electrical lines from panel to units to include wiring of components, thermostats, circuit breakers, power distribution switches, and other safety devices; installs or connects equipment to water intake and drainage lines and pipes.

Installs, maintains and repairs freezers, refrigerators, walk-in coolers, ice machines, water coolers, window air conditioners, multi-ton heat pumps, cooling towers, and chillers; fabricates supply and return ducts, installs, services and repairs direct and belt-driven blowers, damper controls, grills and diffusers.

Works with tradesworkers, plumbers and electricians involved in performing renovations of office work sites requiring HVAC installation, maintenance and repair; helps with general maintenance work, in major buildings and facilities; works on standby for emergency response to HVAC, plumbing, electrical, and general maintenance needs.

Operates and maintains motor vehicle; maintains tools and equipment used in HVAC work; consults with lead HVAC mechanic concerning questions on methods, materials and procedures; uses protective equipment when working in hazardous conditions; makes estimates of time and materials required for HVAC jobs; keeps records and files daily work reports.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles, practices, materials, tools, and equipment used in HVAC installation, maintenance and repair (including heating, ventilating, air conditioning, and mechanical); occupational hazards and appropriate safety precautions.

Knowledge of: digital and pneumatic control systems.

Some knowledge of: appropriate municipal and national codes; basic records keeping.

Ability to: read, interpret and work from technical manuals, schematics, blueprints, and wiring diagrams, and oral and written instructions; determine materials needed and estimate job time; locate, define and repair defects in HVAC systems and equipment; maintain records and prepare reports; perform work requiring physical strength and endurance; plan, layout, install, alter, repair, and maintain a variety of HVAC systems; establish and maintain effective working relationships with other employees and the general public; operates light and medium size motor vehicles, including trucks; work in confined spaces.

Skill in: operation, maintenance and repair of HVAC equipment; use and care of HVAC tools and equipment.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in HVAC installation, maintenance and repair work; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of: valid Florida driver’s license; Florida Commercial driver’s license might be required; Universal Refrigerant Transition and Recovery Certification (or ability to obtain within 6 months).


Evaluation of education and experience. Drug testing is included in all pre-employment processing.


Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
