Job Introduction
This
is moderately responsible technical work involving community engagement activities
and nonprofit relations.
Nature Of Work
An employee in this class is responsible for providing
technical assistance and guidance to community stakeholders in the development
of action strategies to leverage City services and enhance the quality of life. Tasks are of average difficulty and include considerable
interaction with resident stakeholders, nonprofit organizations, community
partners and City departments requiring substantial tact, diplomacy and
discretion. Working under general supervision, employee must exercise some
initiative and independent judgment when resolving/referring inquiries and
concerns from the public and when coordinating program activities, collecting
and analyzing data, preparing reports, and providing technical assistance. Position requires performing work on the weekends and during irregular hours.
Work is reviewed while in progress through observation, and upon completion
through reports submitted, public response, results obtained, and content
produced.
Examples of Duties
Receives and records inquiries, complaints, concerns and
requests via phone calls, emails, mail, and walk-ins and from attendance and
participation at neighborhood association meetings; handles such matters
directly where feasible by disseminating information on existing city programs,
processes, and services; tracks citizen inquiries through specialized
applications; tracks departmental responses to action/response requests to
neighborhood needs and concerns to ensure the city is responsive to those needs;
seeks to coordinate timely interdepartmental cooperation where necessary to
effectively respond to neighborhood and community concerns.
Provides
administrative and program support for the City's community partnership grant
programs by coordinating communications with nonprofit organizations,
responding to inquiries, maintaining program records and documentation,
scheduling meetings, preparing supporting materials, and tracking program
activities and deadlines.
Serves
as a resource to the general public, responding to inquiries and providing
information on departmental services, programs, projects and community
partnership grant opportunities and application requirements.
Becomes acquainted with the citizens residing and working in
neighborhoods throughout the city in an effort to gain awareness of the
history, culture and challenges that exist within each predefined location;
forwards information gathered from citizens to appropriate City department for
action.
Educates civic and community groups regarding departmental
function and the various services/programs offered.
This may include scheduling public speaking engagements or
neighborhood meetings.
Completes
special projects as assigned, including assisting with community partnership
grant initiatives, program administration, and related community engagement
activities.
Coordinates
and promotes community meetings, programs, services , and stakeholder outreach
activities designed to enhance the quality of life in City neighborhoods,
including activities related to community partnership grant programs.
Maintains
current databases of community organizations, nonprofit partners, business
contacts, and related program information; updates as necessary.
Performs
administrative and program support activities to assist supervisor with
assigned initiatives; establishes, maintains, and monitors departmental
records, files and databases; handles confidential documents in accordance with
established procedures to maintain their security; assists with maintaining
records, documentation, and supporting materials related to assigned community
partnership grant programs; may assist in the preparation and monitoring of
annual budgets; coordinates and maintains program files and related
documentation; orders, verifies, stores, and distributes office supplies,
forms, and equipment; maintains physical inventory; prepares property control
forms for fixed assets, and performs related administrative support activities.
Prepares
monthly activity reports and assists in preparing quarterly and annual reports reflecting
departmental productivity and assigned community partnership program activities.
Performs related work as required.
Knowledge, Skills & Abilities
Working knowledge of: business English, spelling,
grammar, and arithmetic; municipal organization; City of Tampa geographical
area and demographics.
Ability to: establish and maintain effective working
relationships with City officials, department representatives, members of
community groups, and the general public; write and speak clearly and concisely
in a variety of communication settings; deal with public relations problems
effectively, courteously, and tactfully; be flexible in dealing with diverse
audiences; analyze
and interpret data, maintain accurate records, and perform work requiring
attention to detail and numerical accuracy; evaluate information, draw sound
conclusions and prepare and submit oral and written reports; maintain files and
databases.
Skill in: planning, marketing and coordinating
neighborhood meetings; computers, MS Office and various digital technologies.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s
degree in communications, public relations, journalism, marketing, public or
business administration or a related field and 6 months of experience in
community outreach, community engagement, or similar experience.
OR
An equivalent combination of education (not less than possession of a high school diploma/GED), related training and experience that would reasonably be expected to provide the job-related competencies noted above.
Licenses or Certifications
Possession of a valid drivers license required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
