CRA Senior Project Supervisor

Job Introduction

This is complex project management and administrative work assisting the CRA Director with writing and structuring and implementing redevelopment projects and programs, developing project work plans, scheduling, budgeting, and allocating resources for assignments and design objectives to maximize the CRA's impact on improving the community's quality of life.

Nature Of Work

Work is performed exercising considerable initiative and is relatively independent in undertaking and completing redevelopment and project management assignments. Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, or routine keyboard operations. The job risks exposure to no significant environmental hazards. The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, depth perception, and texture perception.

Position may be required to work alternate hours as necessary.

Examples of Duties

Manages complex projects involving the implementation of formally adopted community redevelopment area plans within the City of Tampa’s nine (9) Community Redevelopment Areas (CRAs).

Writes and negotiates redevelopment agreements. Schedules, budgets, and allocates resources for assignments and desired objectives.

Develops and implements complex redevelopment project work plans. Formulates operational policies and procedures for functions and projects.

Researches, proposes, tests, and implements innovative approaches to conducting projects to enhance quality and cost effectiveness.

Ensures that projects are appropriately equipped with sufficient staffing and financial resources to optimize achievement of project goals and schedules.

Coordinates business retention and expansion efforts on behalf of the CRA.

Supervises CRA Project Managers and/or CRA support team; directs project consultants and contractors. Recommends training, selection, promotion, discharge, and other appropriate personnel actions.

Uses coaching and development to build a diverse pipeline of highly qualified talent and future leaders.

Represents the CRA when interacting with public officials and organizations. Establishes and maintains lines of communication and coordinates with City departments, property and business owners, appropriate Federal, State, and local agencies.

Provides clear and timely communications on all relevant business and people issues as they impact operations, customer service and quality of life.

Promotes world-class customer service by being accessible and responsive, anticipating customer expectations, delivering innovative and resourceful solutions, and building partnerships within the community.

Remains well-informed of innovative practices in the field of community redevelopment.

Performs other related duties as assigned.

Knowledge, Skills & Abilities

Extensive knowledge of:  principles of urban planning and neighborhood redevelopment practices; economics, public finance and other fields applied to City planning; finance, budgeting, and general accounting principles; local real estate market; real estate transaction law.

Ability to: demonstrate professional resiliency, agility, and the willingness to adapt in environments with ongoing changes and competing demands; anticipates and plans for contingencies communicate clearly and concisely, verbally and in writing; conduct project analyses and to analyze and formulate recommendations based upon such studies; evaluate and supervise the work of direct reports; develop and maintain effective working relationships with management, elected officials, other City departments, and the public; prioritize workload and complete projects in a timely manner.

Skills to: organize and plan, organizational and planning; talking to others to convey information effectively.

Physical Requirements

Frequent working indoors and outdoors. Ability to lift objects up to 40 pounds.  Requires regular use of computer, keyboarding and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in political science, public administration, business administration, real estate, finance, marketing or related field, and six (6) years of experience working in the field of community development, urban planning and redevelopment, real estate development or real estate finance, to include three (3) years of supervisory experience.

Or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Must possess a valid Florida Driver’s License.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
