Flow Crew Technician

This is responsible technical work involving flow maintenance in City of Tampa wastewater facilities.  Bargaining unit position.

An employee in this class is responsible for performing a variety of sub-professional field engineering tasks related to the condition, assessment, and capacity analysis of the City of Tampa’s wastewater collection/transmission system. Under general supervision, work is of more than average difficulty and requires application of a practical knowledge of the methods and techniques of wastewater facility operations. Employees serve as members of a flow crew and provide preventative and on going maintenance of flow monitoring equipment. Employees also conduct and participate in reviews of wastewater facilities to determine compliance with wastewater flow activities for adherence to safety practices and other requirements. Work is reviewed through conferences, oral, and written reports, observation, and results obtained.

Serves on a flow crew engaged in: installing and calibrating electronic equipment for measuring and monitoring wastewater flow rates; obtaining field measurements required for development of construction plans; collecting field data required by the engineering staff; and assessing the hydraulic and physical conditions of wastewater facilities.

Conducts field investigations to locate facilities; prepares written summaries and sketches of field data and other related tasks.

Provides constant up-to-date information used to identify trends throughout the collection system to better facilitate the most efficient use of department resources for current and future capital improvements.

Prepares a variety of reports and records including route records, work orders, safety work orders, equipment and use of safety equipment; use self-contained breathing apparatus as required.

Performs related work as required.

Considerable knowledge of: the principles of engineering as applied to the repair and maintenance of wastewater lines, pumping stations, metering stations, and odor control stations.

Working knowledge of: the confined space entry procedure as approved by the Occupational Safety and Health Administration; methods equipment, materials, and operating maintenance practices used in the construction, maintenance, and repair of a modern wastewater collection system; principles and practices of civil or sanitary engineering.

Ability to: communicate clearly and concisely in written and verbal form; modify routine maintenance methods and practices to handle unusual problems; operate a wide variety of equipment; use testing instruments; establish and maintain effective working relationships with other employees, contractors, representatives, officials, and the general public; perform strenuous physical labor involving frequent bending, stooping, lifting, climbing, pulling or pushing;

Skill in: reading and interpreting construction plans and specifications.

Graduation from an accredited high school, technical or vocational school and completion of one year of college (or other post-secondary education) with course work in engineering or related subjects with at least three (3) years of experience in the operation and maintenance of wastewater collection/transmission systems; or an equivalent combination of training and experience.

Within 6 months of appointment the successful candidate shall be required to complete the course on Operation and Maintenance of Wastewater Collection Systems, Volume I. Completion of the course shall including obtaining a satisfactory score on the final examination. Additionally, within 1 year of appointment the successful candidate shall be required to complete the course on Operation and Maintenance of Wastewater Collection Systems, Volume II. Completion of the course shall include obtaining a satisfactory score on the final examination.

Possession of a valid Florida driver’s license.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
