Introduction

This is specialized clerical and manual work, involving the physical and digital receipt, processing, and delivery of small packages, interoffice and postal mail. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing and/or participating in activities related to the receipt, digital tracking, delivery of mail or parcel packages for City offices. Work involves maintaining a rigorous digital chain of custody using cloud-based software and specialized shipping platforms. In a small team environment, the employee is expected to be cross-functional, performing all physical, driving, and technical duties equally. Under general supervision, employees receive instructions orally and in writing and perform tasks requiring the exercise of some initiative and independent judgment. Tact and courtesy are expected when contact with the public and other employees is involved. Work is reviewed through observation while in progress and results obtained upon completion.

Examples of Duties

Performs clerical work during the receipt, sorting and tracking of mail or parcel packages.

Follows a predetermined schedule; independently navigates City vehicles to pick up, sort and deliver interdepartmental and U.S. postal mail to various City departments and the U.S. Post Office.

Operates various types of postal equipment used in processing U.S. Mail, including an address printer, postal scale, envelope inserter and postage meter; performs basic troubleshooting and opens service tickets with third-party vendors for equipment or software maintenance.

Maintains digital chain of custody records utilizing Microsoft OneNote and participates in the migration and maintenance of office files and records within Microsoft SharePoint.

Utilizes shipping Software-as-a-Service (SaaS) platforms to perform rate-shopping, generate accurate shipping labels, and manifest outgoing shipments for various carriers.

Reviews information for accuracy and routes to proper departments; participates in maintaining office files and records; handles confidential documents according to procedures in order to maintain security; Loads and unloads vehicle used in City mail and supply deliveries, requiring frequent lifting and maneuvering of packages.

Provides information to departments regarding City mail procedures and U.S. Postal requirements and digital tracking protocols.   

Operates, cleans, and performs minor adjustments and limited maintenance on various office machines computer equipment, and peripherals.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: business English and mathematics; standard office practices, procedures and equipment related to the assigned area; operation of computers and software packages, including Microsoft Office Suite.

Some knowledge of: rules, regulations, policies, and procedures related to postal and shipping standards.

Ability to: understand and follow oral and written instructions; prepare reports; maintain accurate digital and physical records; greet the public and establish effective working relationships with others; train other employees when required.

Skills in: independent vehicle navigation and safe driving practices; operation and minor maintenance of office machinery and equipment; typing and operating computers accurately, when required.

Physical Requirements

Ability to lift up to 60 lbs., mostly standing and walking for extended periods and a combination of working indoors and outdoors. Requires use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school and six months of experience sorting, processing, stocking, shipping/receiving, warehouse experience; or delivering mail or packages; or an equivalent combination of training and experience.

Proficiency in digital record-keeping or cloud-based file management is highly desirable.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
