Introduction
This
is a highly visible and proactive position performing technology systems
management, administration, implementation, and duties. A person in this position is extremely
self-initiated and highly proficient in small-team
leadership for various technology tasks, efforts, and projects. This person
will coordinate with other technical resources or teams in the implementation,
management, support or maintenance of existing information software and
hardware systems.
Nature Of Work
An employee in this
class is responsible for performing a variety of assignments pertinent to the
City of Tampa’s Public Safety mission and organization by analyzing, managing,
supporting, updating, and deploying various application systems and hardware. Tasks are of more than average difficulty and include developing functional specifications, analyzing operational procedures and production systems, and preparing
test data. Although
under general supervision, these employees might engage in independent research
and prepare and present
reports of findings. The exercise of reasonable initiative and independent
judgment is required in completing assigned tasks and meeting time constraints.
Considerable tact and courtesy are required of these employees when serving as user
liaison for development and maintenance projects. An employee in this class may
be subject to on-call status on a rotating basis to provide 24 hours 7-day
service. Work is performed on project teams and is reviewed while in progress
and upon completion through documentation prepared and participation in project
team meetings.

Develops, gathers and/or modifies existing system documentation and
current procedures; analyzes and evaluates
operational procedures and production systems; develops system documentation
and user procedures/guides; develops functional specifications or modifies
existing documents in order to increase utility; formulates logical statements
of business problems and devises procedures for solutions, usually through
computer systems.
Provides on-site technical support to
the user/customer during the software installation process/operations; confers
with users about hardware and software questions concerning their system.
Installs personal computers, laptops, camera systems, printers, and
other Public Safety peripheral devices; assists users in walk-throughs of
system software or hardware on PCs or other devices; arranges or leads user
training sessions.
Coordinates system conversion efforts and performs necessary tasks;
prepares test data and verifies system test results, analyzes and resolves
system problems, consults with users and technical and functional project team
members on questions or problems; coordinates scheduling of maintenance with
vendors.
Analyze problems, determine solutions and assist in the implementation
of corrective actions; consults with users on support issues, operates as a
functional and technical project team member assisting project managers with
project delivery, implementation, and support.
Application Management and Support
Ability
to learn application systems to support agency users on a multitude of
different applications and systems to include hardware devices.
Design/create/publish specific application documentation for Public Safety
systems. Work with customers and vendors on system application issues and
problems until situation solved.
Customer Training and Support
Able
to provide customer support and training on various applications and hardware.
Participates in personal training and education to increase and enhance
competencies to better assist users.
Identifies
and corrects systems problems; obtains software patches; applies patches and
upgrades; analyzes and resolves production system problems; redesigns
production systems and/or runs as needed.
Assists
in/or plans and organizes the work programs for assigned projects; establishes
logical sequence for tasks; develops means for coordination and control of task
completion; controls the work programs for assigned projects; reports the
progress and performance of tasks.
Knowledge, Skills & Abilities
Working knowledge of: data processing and business functions; processes, procedures and techniques for converting manual operations into automated systems.
Ability to: conduct independent research and prepare technical reports; analyze
information and document procedures and processes; prepare detailed procedures
manuals; perform project staff and resource duties; communicate with team
members and management clearly and concisely, both orally and in writing;
establish and maintain effective working relationships with team and customers;
respond positively to extremely stressful situations that require immediate
attention; and analyze business processes to make recommendations for
improvements/efficiencies.
Knowledge
of: Police applications or basic public safety
operations; network infrastructure involving LAN, Wi-Fi, switches, firewalls,
proxies, routing protocols, and SAN/NAS storage; Windows Operating Systems, VPN
(NetMotion); Microsoft business, server, and utility applications; experience
in deploying software and hardware of a single system; experience with wireless
communications/cellular/microwave; able to follow complex direction, system
rules and processes; good understanding and knowledge of Project Management
Principles.
Team Player: able to work with other team
members/vendors/customers to accomplish tasks and deployments; ability to
backup others with technical/application support by cross training in other responsibilities; ability to operate within a paramilitary style organization; successfully contact and work with other law
enforcement agencies both state and local.
Initiative:
proven ability to employ initiative in normal work tasks and take ownership of
responsibilities; take charge of situations and ability to self-deploy to tasks
that require attention without constant supervision or direction.
Skills in: scripting languages
such as PowerShell, PHP, VBScript, or UNIX Shell scripts; troubleshooting
software and hardware; physical ability to install Police equipment in vehicle
trunks and other tight spaces; deploying on a frequent basis to other Districts
or other City locations; intermittent SQL query building, reporting, query
optimization, understand SQL injection and table structure, Access conversions
to SQL; basic knowledge in one or more standard programming language such as C,
python, javascript, ruby, or PHP; testing software releases; problem solving;
system analysis; system administration; resolving issues using remote access
tools.
Physical Requirements
Mostly sedentary, indoors, requires extended use
of computer, typing and viewing monitor.
Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and one (1) year of experience in business systems (analyzing data and manual systems for data processing application) Or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
Licenses or Certifications
Possession of a valid driver’s
license may be required.

Evaluation
of education and experience. Drug testing is included in all

Comments
Employees may be required to work rotating
shifts, including nights,
weekends, holidays, and overtime as needed. During periods when the Mayor issues
an emergency declaration for the City of Tampa, all employees may be required
to work in preparation, response or recovery activities related to the stated
emergency.
