Introduction
This is highly responsible administrative work in the Construction Services Division. Maintains the quality management system in furtherance of departmental accreditation and other state and local standards and practices. Bargaining unit position.
Nature Of Work
Employees in this class are responsible for performing tasks of more than average difficulty in analyzing complex business problems and assessing how automated systems can be implemented to solve them, formulating objectives for the scope of business systems. Other responsibilities include data processing and collection, project and policy support. Documentation of enterprise-wide application software and processes, including return on investment, business cases, gap analysis, and business requirements documentation. Utilizes division metrics to create positive policy and procedural suggestions. The employee will work on process improvements and propose policy changes and utilize metrics to for business process changes as needed. The exercise of reasonable initiative and independent judgment is required in the interpretation of permitting requirements and regulations. Work is performed under general supervision in dealing with problems and technically demanding questions and is reviewed through reports, observation and spot checking of documents processed.

Assists with researching, developing, updating, and revising department policies in accordance with code requirements, organizational changes, legal updates, and procedural changes as directed by CSD (construction Services Department) Manager.
Monitors CSD programs, metrics and systems.
Assists with the coordination of Staff audits and reviews.
Maintains master and archive files for division-written directives and SOPs through the PowerDMS system.
Gathers and prepares accreditation proofs of compliance for IAS (International Accreditation Services).
Assists with IAS annual compliance reviews, and mock and formal on-site assessments as directed.
Assists with preparation of ISO (International Organization for Standardization), NPDES (National Pollutant Discharge Elimination System) requirements, flood documentation, as well as C404 reports, which are the U.S. Census Bureau's Building Permits Survey.
Assists the Clerk’s Office with appointments to the Hillsborough County Board of Adjustment.
Monitors that time-sensitive documents are submitted prior to deadline.
Coordinates the organization and posting of the annual utilization report.
Develop relationships with other jurisdictions as needed, for research of policies and providing assistance with requests.
Maintains, reviews, and updates website in coordination with T&I Department, as needed.
Provides support, write ups, and information for awards and other department accomplishments and initiatives.
Obtains site photos and promotional material for CSD Division newsletters and public correspondence.
May provide backup to other administrative duties, as needed.
Performs related work as required.
Knowledge, Skills & Abilities
Knowledge of: standard office practices and procedures; administrative skills; Microsoft Office applications; basic building construction; business English, spelling, and punctuation to prepare documents, compose letters, etc.
Ability to: establish and maintain effective working relationships with other employees and the public; perform basic mathematical calculations with accuracy; analyze a variety of administrative problems and make sound recommendations; track, document, and organize information in a logical, consistent, and retrievable format; conduct comprehensive research across multiple sources, including statutes, codes, technical documents, reports, and industry publications; communicate effectively, both orally and in writing; collaborate with internal and external stakeholders to gather insights, validate findings, and support decision-making; read and interpret ordinances, regulations, grants, and legislation as they pertain to applications and systems; prepare documents, compose letters, etc.; create data metrics, analyze and interpret results, and draft program changes to improve performance; become proficient in Accela Permitting System.
Physical Requirements
Mostly sedentary, indoors, occasional field work; requires extended use of computer, typing and viewing a monitor.
Minimum Qualifications
Graduation from an accredited high school or GED
with five (5) years of progressively responsible administrative
and technical experience, or an equivalent combination of training and experience.
Licenses or Certifications
Possession of a valid driver’s license is required.
Examination
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
