Staff Supervision & Development
Plans,
assigns, schedules, supervises, and reviews the work of technology procurement
and warehouse personnel. Completes performance evaluations, approves leave
requests, recommends personnel actions including employment, promotions,
transfers, and disciplinary actions. Administers discipline, respond to
employee grievances, and provide training and development opportunities for
staff at various experience and responsibility levels.
Technology Procurement & Contract
Management
Develops
and implements procurement strategies for technology acquisitions including
hardware, software, cloud services, telecommunications, and specialized
technical services. Oversee development of complex scope of work and technical
specifications for technology procurements in collaboration with procurement
team. Monitors vendor performance and investigates and resolve issues.
Warehouse Operations & Inventory
Management
Supervises
and coordinates warehouse activities including inventory management, ordering, receiving,
inspection, and distribution of technology equipment. Implements best practices
for inventory control, asset management, proper storage techniques, inventory
rotation, security protocols, and safety procedures.
Strategic Planning & Policy Development
Reporting, Analysis & Training
Develops
and generates reports from procurement systems. Analyzes data to identify
trends, inefficiencies, and opportunities for improvement. Create dashboards
and metrics to track departmental performance. Research and recommend
improvements to procurement methods, systems, and procedures. Develops and
presents training programs for city staff on technology procurement processes
and policies. Provides technical expertise to other departments. Provide yearly strategic plan for warehouse
and procurement activities to management.
Extensive knowledge of: technology procurement processes, governmental procurement methods and practices, warehouse management and inventory control best practices, contract administration principles, public sector bidding requirements, vendor management, and ethical standards in public procurement. Strong understanding of supervisory techniques, municipal administrative management principles, procurement laws and regulations, Oracle Cloud financial systems, warehouse management systems, and supply chain management principles.
Ability to:
supervise and motivate staff, analyze complex technical requirements and
translate them into procurement specifications, negotiate effectively with
vendors, manage multiple complex projects, communicate technical information to
non-technical audiences, generate reports and analyze data, and exercise sound
judgment in decision-making.
Valid
Florida driver's license
Ability
to pass comprehensive background check and meet CJIS requirements for
IT-related access.
Certified Professional in Supply Management (CPSM), Certified Technology Procurement Specialist (CTPS) through CAUCUS; are preferred certifications.
