Traffic Control Technician Supervisor I

An employee in this class is responsible for supervising and participating in a variety of assignments involving installation, maintenance, repair, troubleshooting and modification of electronic, and electrical signal systems and controls and street lighting poles and wiring. Under direction, employee performs assignments, which are of considerable difficulty requiring exercise of considerable initiative and independent judgment in supervising safe and efficient performance of required tasks. The employee is expected to perform requisite personnel management activities including discipline administration, performance appraisal, training and employee selection. Work is reviewed while in progress through conferences and reports submitted and upon completion through results obtained.

 

Supervises installation, maintenance, repair, troubleshooting and modification of electronic and electrical traffic control devices and equipment and street lighting poles and luminaires; supervises design and modification of control and test devices for troubleshooting traffic control equipment; analyzes difficult circuit and interconnection problems with master controls and makes repairs as needed; supervises installation and operation for special communication lines to interface with digital computer for on-line real time system operation and installation of special intersection modification units; takes charge of operation in absence of the immediate supervisor.

Supervises technicians in installation, adjustment, operating and maintenance of telemetry and other communications equipment related to the city’s computerized signal system; supervises and participates in troubleshooting and repair of electronic and electrical failures at the component level; uses state of the art test equipment to insure operational readiness of electronic controllers, conflict monitors and vehicle detectors.

Supervises technicians in a variety of traffic control related functions, including providing design input to traffic engineering on complex intersection phasing and controller operations, implementation of software programs for intersection phasing and preemption, maintenance of specialized detection, traffic signals and railroad systems for the trolley system, and inspection of control work involving city, county, FDOT and private contractors in and around traffic facilities.

Inspects work of technicians for accuracy, completeness, uniformity and conformance to standards; provides training and assistance to others in the completion of difficult and technical assignments; attends pre-construction and on-site meetings.

Participates in such selected personnel administration matters as recommending employee selection, salary increases, transfers, training, promotions, performance evaluations and disciplinary actions.

Completes daily/time activity reports on subordinates and self in order to document work.

Manage traffic signal equipment, material and installation/repair contracts.

manage inventory and procurement of signalization materials, equipment, and office supplies.

Performs related work as required. 

Knowledge of: principles and practices of electricity and electronics; methods, practices, techniques, materials, tools, and equipment pertinent to installation, maintenance and repair of electronic and electrical traffic signal systems and controls; principles, practices, methods, materials, equipment and tools used in installation of a variety of traffic signals; occupational hazards and appropriate safety precautions. Access and Microsoft data bases.  Effective supervisory practices helpful.

Skill in: diagnosing electronic and electrical traffic control equipment problems; use and care of electronic and electrical testing devices, repair tools and equipment.

Ability to: plan, assign, supervise and inspect work of others; read, create and work from plans, schematics, factory manuals and technical drawings; detect defects, make repairs and perform maintenance on electronic and electrical  traffic control equipment; establish and maintain effective working relationships with others; follow oral and written instructions, keep accurate records and prepare and submit clear, concise and accurate reports; perform duties requiring physical strength and endurance, out-of-doors and in inclement weather.

Mostly sedentary, indoors, occasional outdoors and lifting up to 75lbs, requires frequent use of computer, typing and viewing a monitor.

Graduation from an accredited high school or vocational school and three (3) years of progressively responsible experience in electrical and electronic traffic control equipment maintenance, repair and installation work, including one (1) year in supervisory experience; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license.

Possession of International Municipal Signal Association (IMSA) Level II Certification.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
