Introduction
A Lead Systems Analyst on the Web Team acts as
the primary point of coordination and communication, guiding the project from
conception through to completion while ensuring deadlines and quality standards
are met. He or she supervises team members, manages resources and schedules,
and acts as a liaison between their team and other stakeholders to address
challenges, foster collaboration, and drive the successful delivery of web
development projects.
Nature Of Work
An employee in
this class is responsible for planning, scheduling, assigning, supervising
personnel, and reviewing the work of subordinate employees engaged in a variety
of technical systems analysis and application administration tasks. Work
includes developing standards and procedures for information technology projects, establishing priorities, coordinating work with user and functional systems
personnel, and project
planning. Employees will
manage projects exercising considerable initiative and independent judgment in
monitoring work in progress and adjusting schedules and procedures in order to
ensure that projects are completed in the most timely and efficient manner
possible. Employees conduct technical research, analyze business process
improvement options and prepare reports and recommendations for consideration
by management personnel.

Web Technologies - Understand HTML, CSS,
JavaScript, and accessibility guidelines.
Back-end Fundamentals - Possess knowledge of server-side
programming languages in a .NET / MS SQL Server development environment.
Be familiar with web servers, APIs, content delivery networks (CDNs), and
security best practices.
City/municipal IT environment – Understand public sector
IT policies, structured development lifecycle, compliance, and service-level
standards.
Content Management Systems – Experience maintaining large
websites using the Drupal content management system.
Web analytics & SEO – familiarity with tools like
Google Analytics and Monsido for compliance, performance, usability, and
optimization strategies.
Physical Requirements
Mostly sedentary, indoors, requires extended use
of computer, typing and viewing monitor.
Minimum Qualifications
Graduation from
an accredited college or university with a master’s degree in computer science
or a related field and three (3) years of progressively responsible experience in leading a web
development team, or a bachelor’s degree in computer
science or a related field and five (5) years of
progressively responsible experience in leading a web development team.
Licenses or Certifications
Possession of a valid Florida driver's license required.
Examination
Evaluation
of education and experience. Drug testing is included in all
pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
