Nature Of Work

The employee in this class is responsible for tasks of considerable difficulty involving communication of transportation planning and transportation capital projects, which may include coordination with other City departments, external agencies, neighborhood/civic associations, advocacy groups, other stakeholders and the public. Duties of the employee are of considerable difficulty and include coordination of the development of shop drawings and supplemental drawings, handling of contractor requests for information, dispute resolution, and coordinating preparation of change orders. Under general direction, the employee exercises considerable initiative and independent judgment in assessing situations, obtaining necessary information, drawing conclusions and recommending courses of action to meet program needs, objectives and goals. Work is reviewed through conferences, reports submitted, and results obtained.  The employee must take great care to ensure the accuracy of all statements before being released and must exercise tact and courtesy in dealing with the public, especially under pressure.

Examples of Duties

Leads continuous development, updates and manages execution of the City’s Vision Zero Action Plan through a collaborative process with internal and external stakeholders. Develops and manages the messaging, graphics, and narratives of websites, brochures, annual reports, and other communications materials.

Conducts research studies, surveys, geospatial analyses, and interviews to inform walking and bicycling project planning and design.

Coordinates and contributes to the planning and development of capital projects that support the Vision Zero Action Plan and improve safety for road users. May assist in the design and implementation of “rapid-response” installations using measures such as lane markings, flex posts, and traffic signal timing changes.

Establishes priorities and manages Vision Zero Technical Team, focused on community engagement, design, and implementation of “rapid response” implementations.

Assures that members of the public are provided with access to timely, accurate, and precise information related to Transportation policies, programs, and projects.

Participates in departmental public relations efforts. Assists with the coordination and development of key program and project messaging. Disseminates general information to neighborhood leaders, advocacy groups and the public through grassroots outreach.

Maintains excellent working relationships with a diverse range of neighborhood/civic associations, advocacy groups, and members of the public. Collects input from stakeholders on transportation issues. Facilitates a two-way flow of information between external groups and internal team members.

Contributes to program and project website content; contributes to production and distribution of department quarterly reports and newsletters.

Leads departmental public education efforts related to Vision Zero in the promotion and dissemination of critical transportation safety messaging through neighborhood and community partnerships and other means.

Sets performance targets for the Vision Zero program in coordination with internal team members. Monitors and tracks performance of the department. Analyzes and summarizes data. Provides reports on a regular basis.

Prepares reports and correspondence.

Knowledge, Skills & Abilities

Knowledge of: principles and practices of transportation engineering, bicycle/pedestrian transportation, complete streets, transportation planning, urban design, traffic safety, traffic enforcement and construction.   knowledge of community engagement, coalition-building, local government structure and intergovernmental coordination, modern office practices, procedures, and equipment.

Skills in:  public relations, governmental affairs, and public information dissemination techniques; communications, news media organizations and methods of operation; public speaking principles and practices.  

Ability to: speak clearly and succinctly in a variety of communications settings; demonstrate a high level of emotional intelligence; work independently and in groups, facilitate resolutions to controversial situations; write, edit and disseminate documents for internal and external use.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in urban planning, public administration, engineering, geography, sociology, or a related field and five (5) years of experience in transportation, public works, infrastructure, or a related field; including at least two (2) years of experience working with coalitions or teams of multi-disciplinary professionals. 


An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.”

A master’s degree in urban planning, public administration, engineering, geography, sociology, or a related field is preferred.

Licenses or Certifications

Certification as an American Institute of Certified Planner (AICP) or registration as a Professional Engineer (PE) in the State of Florida is preferred.

Valid Florida driver’s license required.
