Parking Enforcement Specialist

Nature Of Work

An employee in this class is responsible for patrolling an assigned area within limits of municipal parking meter districts and issuing parking citations. Work is of routine difficulty and is performed out-of-doors while walking. Under general supervision, employee receives instructions orally and in writing and is required to exercise some initiative and independent judgment as well as tact, courtesy, and impartiality in contacts with the general public. Work is reviewed through verification of parking tickets issued, work sheets submitted, and observation of on-the-job performance.

Examples of Duties

Patrols an assigned area within limits of municipal parking meter districts; issues citations for vehicles violating parking ordinances; observes and reports abandoned vehicles; requests impounding of certain vehicles with delinquent parking tickets; may participate in immobilization (booting) of such vehicles.

Verifies and reports non-working parking meters; reports accidents and summons assistance, when needed; reports unattended small children left in parked cars; assists in emergency situations.

Checks monthly parking and other permits on cars to ensure that they are valid.

Answers questions relative to such matters as transportation service, points of interest, buildings, and business establishment locations, proper usage of loading zones, handicapped and other parking areas.

Appears in court when necessary; prepares and submits daily work sheets and copies of parking tickets issued.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: traffic codes and parking regulations in major municipal business districts.

Some knowledge of: the city and its geography, buildings, agencies, transportation schedules, and attractions; public contact work; the use and operation of a handheld computerized ticketing system.

Ability to: communicate effectively and courteously with the general public; enforce parking regulations tactfully, firmly, and impartially; react quickly and calmly in emergencies; perform considerable exercise and walk long distances in various weather conditions; lift and install immobilization device (boot) weighing 50 pounds when required; establish and maintain effective working relationships with others; maintain records and prepare reports.

Minimum Qualifications

Graduation from accredited high school and six (6) months in public contact experience; or an equivalent combination of training and experience.

Licenses or Certifications

Satisfactory completion of a forty (40) hour training program established and approved by the Florida State Police Standards and Training Commission under the provisions of section 316.640, Florida Statutes.

Possession of a valid Florida driver's license required.


Evaluation of education and experience. Drug testing is included in all pre-employment processing.


Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
