AWT Systems Compliance Specialist

Introduction

This is responsible technical and professional work in accordance with compliance regulations at the Howard F. Curren Advanced Wastewater Treatment Plant (AWTP).  The AWTP consist of five groups: operations, maintenance, environmental laboratory, industrial pretreatment, and administration.

Nature Of Work

The employee in this class is responsible for ensuring reliable access, compliance, and reporting to regulatory agencies from all groups at the AWTP. Under limited supervision, the employee performs assignments of more than average difficulty requiring the exercise of considerable initiative and independent judgment. Work is reviewed through conferences, oral and written reports and evaluation of compliance program results.

Examples of Duties

Manages and oversees compliance with federal, state, and local environmental regulations according to facility and city policies; monitors AWTP compliance with all existing permits and ordinances. Serves as divisional liaison with regulatory and internal/external support agencies; specifies and administers regulatory compliance, inspections, communications for the AWTP. Develops and implements policies and procedures necessary to meet requirements for compliance. Provides support to division personnel for permitting; maintains and provides regulatory updates; resolves problems; provides training and support; manages in cooperation with AWTP staff and T&I staff in compliance with City standards. Monitors AWTP operations and maintains databases, logs, audit trails and reports. Extracts and exports data; develops reports to meet user needs; responds to data requests from external agencies; exports and imports data between internal systems.

Perform other related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: federal, state, and local environmental laws; regulatory compliance and reporting; NPDES, Title V air permits, Part 503 Biosolids, SPCC, UGST/AST, NELAC, Industrial Pretreatment, and RMP. Regulatory inspections and audit protocols.

Desirable knowledge of: Utilizing VTS SCADA, HSQ SCADA, HSQ Miser, LIMS, Open Text Exceed software and Open VMS operating system.

Advanced ability to: Work independently with AWTP, engineering, COT Departments, and contract personnel to maintain compliance and future projections.  Act as a reviewer/contributor for the Wastewater AWTP master plan ongoing program between division, engineering, and contractor.

Ability to: communicate with and train AWTP personnel; analyze data and prepare recommendations; collect and organize data into coherent reports, presentations, and technical writing.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in science, engineering or related field and three (3) years of experience in wastewater treatment plant regulatory, process control, industrial pre-treatment, environmental laboratory systems or an associate degree in science, engineering or related field and five (5) years of experience in wastewater treatment plant regulatory compliance and submittals.

Licenses or Certifications

Possession of a valid driver’s license is required.

FDEP Operator ‘A’ license or equivalent license from another state preferred.  

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays, and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
