Nature Of Work

The employee in this class will serve as coordinator for redevelopment programs and projects within the redevelopment districts of the urban core. Under general direction, the employee in this class is responsible for leading or assisting with the planning and design efforts initiated as a CRA funded project. Tasks are of more than average difficulty and involve extensive contact with government officials and public/private entities (e.g. Community Redevelopment Agency, City Council, financial institutions, real estate representatives, and private community development agencies). Under general supervision, the employee will coordinate and develop recommendations for the implementation of capital programs, development incentives, and redevelopment area strategic action plans. Duties require a high degree of tact and courtesy in dealing with a variety of private and public contacts. Work is reviewed through conferences, written reports, and observation of results obtained.

Examples of Duties

Coordinates local government’s role in advising and negotiating development initiative proposals including public participation, site selection, and financing opportunities; acts as point of contact for educating developers on the required development process from concept through end of permitting within the CBD and Channel District; advises department staff on overlays, historic preservation requirements for redevelopment, and related urban planning topics.

When directed, implements special public relations and business development programs; assists with the budget development for the CRAs; attends various public meetings including CAC Meetings and CRA Board Meetings as needed;

Participates in CRA discussions and pre-construction meetings in order to exchange information, makes recommendations, etc.; conducts field investigations/surveys to collect information/evidence when necessary; makes periodic visits to locations to determine adherence to procedures and solve problems; establishes or uses established monitoring system for reporting on construction and program progress.

Analyzes and researches files and other records for needed information; provides information to the public by phone regarding the department’s programs in order to facilitate their understanding; acts as team leader on a project basis in order to facilitate project completion.

Meets with the public to educate public on established programs of the department; attends meetings to plan development proposals.

Participates in intradepartmental performance improvement initiatives to enhance redevelopment efforts.

Participates in CRA Budget development, departmental budget development, and department projects as assigned.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles and practices of urban planning, plan implementation, and strategic planning processes; principles and practices of federal, state, and municipal legislation impacting development and redevelopment project initiatives; principles, practices, and methods of commercial, mixed-use residential, and site development and related financing.

Some knowledge of: federal, state, and municipal legislation impacting redevelopment programs; techniques of marketing, communications, and public relations; real estate development in both private and public sectors.

Ability to: plan and coordinate the work of consultants, professional, para-professional, and clerical in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings and prepare analytical and technical reports; perform community engagement activities and presentations; establish and maintain effective working relationships with city officials, directors, managers and employees, officials of other governmental organizations, representatives of public and private organizations, developers, community groups, and the general public; serve effectively in a lead capacity as required.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business/public administration, urban planning or a related field and five (5) years of experience in a lead role on private and/or public development projects and initiatives in an urban core setting. 

Licenses or Certifications

Possession of a valid driver’s license required.


Evaluation of education and experience. Drug testing is included in all pre-employment processing.


Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
