Coordinates development of capital improvement projects, including scope development, estimates, project schedules, and coordination with user departments and consultants.
Prepares construction and environmental permit applications, including actually filing, tracking, and resolution of issues in order to facilitate overall construction process; identifies property marks and sewer lines in city for construction project.
Reviews project documents prepared by technical staff and others for constructability and fitness for bid; reviews progress and final project plans for completeness prior to public advertisement for bids; oversees flow of paperwork such as shop drawings, material submittals, and supplementary drawings during the construction administration portion of architectural projects.
Reads and interprets plans and specifications to facilitate proper construction materials, etc.; reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices and establish work methods and procedures; notifies inspectors if other problems are observed on inspection to facilitate corrective action; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements; makes periodic visits to locations to determine adherence to procedures, solve problems.
Coordinates overlap between document preparation and actual construction of building projects; initiates and coordinates paperwork necessary for permits for construction; collects data, investigates, prescribes alternate methods and/or coordinates work directive changes; helps in the preparation of change orders.
Assists the City Architect in coordinating with consultants and various user departments; coordinates with the City Surveyor’s office; participates in review of bids for determination of award recommendations; participates in construction phase issue resolution.
Oversees and coordinates activities of personnel assigned to inspect construction.
Reviews contractor’s applications for payment.
Performs miscellaneous duties including; various and multiple project coordination; participation in special projects and feasibility studies; and emergency response assignments.
Performs related work as required.
Considerable knowledge of: principles and practices in the area of architecture and building construction and inspection; federal, state, and municipal rules, regulations, ordinances, and applicable building codes; building construction technologies; architectural drawings production techniques; information management techniques. Some knowledge of: architectural specifications production.
Ability to: coordinate and review the work of others engaged in a variety of architectural assignments; read and interpret architectural and engineering plans and specifications; read and interpret survey data and drawings; analyze architectural data and draw sound conclusions; prepare and submit detailed, clear, and concise reports, both oral and written; trains others; establish and maintain effective working relationships with employees, officials, and the general public.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
