The employee in this class performs work of unusual difficulty that will focus on oversight of the City of Tampa’s eight Community Redevelopment Areas (CRAs) which includes a wide variety of redevelopment and economic development activities such as fiscal operations, policymaking, capital project administration, Community Redevelopment Agency (CRA) program management, redevelopment plan implementation, property acquisition and business attraction and retention. Under direction of the Community Redevelopment Agency Board (Board) and in collaboration with the Administration, extensive initiative and independent judgment are required in ensuring the provision of the highest quality of municipal services while managing multiple projects simultaneously.
The employee will support the Board’s mission to provide customer satisfaction, while achieving a high level of productivity, efficiency, and sustainability. The exercise of considerable tact and courtesy is necessary in dealing with the public. The incumbent of this position is required to establish and maintain effective working relationships with diverse external and internal stakeholders. Work is reviewed through conferences, written reports, and observation of results obtained. Appointed position: Employee serves at the pleasure of the Mayor and CRA Board.
Project management and various support for staffing, budgeting, planning, oversight, and direction for the following:
Develops, recommends, and implements programs, policies, and strategies to carry out CRA goals and objectives.
Advocates to external stakeholders the significance of and opportunities for redevelopment through marketing and public relations initiatives.
Attend public meetings of the eight respective CRA Community Advisory Committees and meetings of stakeholder groups within the CRA.
Participates in CRA discussions and pre-construction meetings in order to exchange information, make recommendations; conducts field investigations; makes periodic visits to locations to determine adherence to procedures and address issues; establishes or uses established monitoring system for reporting on construction and program progress.
Analyzes and researches files and other records for needed information; provides information to the public by phone regarding the department’s programs in order to facilitate their understanding; acts as team leader on a project basis in order to facilitate project completion.
Meets with the public to educate public on established programs of the department; attends meetings to plan development proposals.
Represents the City and works closely with Citizen boards and commissions and public and private officials on all city-related redevelopment issues, including regulatory, services and infrastructure.
Serves as City’s primary point of contact for media inquiries regarding redevelopment. Participates in the acquisition, marketing, and disposition of city owned real estate property.
Maintains databases and reporting systems to monitor and evaluate redevelopment and grant agreements, redevelopment progress, budgets, and fund balances for each CRA District, and construction project progress and budgets.
Participates in intradepartmental performance improvement initiatives to enhance redevelopment efforts.
Administers TIF budgets to assure timely expenditures of funds.
In concert with the Administrator’s Office, represents the City in matters related to economic, business development and community redevelopment.
Administers development agreements to assure compliance with agreement requirements.
Responds to land development inquiries and opportunities.
Participates in the acquisition, marketing, and disposition of city-owned real estate.
Works with the City’s Community Redevelopment Area leadership, staff, Board members, and community representatives to effectively align development initiatives and resources.
Works closely with citizen boards and commissions and public and private officials on development and initiatives.
Participates with other Departments on topics such as: public realm improvements; streetscapes; mobility solutions and facilities; matters concerning the development and improvement; and development related to parks, arts, and recreation.
Maintains databases and reporting systems to monitor and evaluate progress.
Participates in intradepartmental performance improvement initiatives to enhance economic and redevelopment efforts.
Performs related work as required.
Comprehensive knowledge of: community redevelopment principles and practices, State Statute 163 pertaining to Community Redevelopment Areas and CRA budgeting.
Extensive knowledge of: federal, state, and municipal legislation impacting municipal planning and redevelopment efforts; techniques of marketing, communications, and public relations; real estate development in both private and public sectors, and developing and managing redevelopment, infrastructure and grant agreements and the associated reimbursement submittals.
Ability to: read infrastructure and landscaping plans, plan, assign, manage, and coordinate the work of others in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings and prepare analytical and technical reports; establish and maintain effective working relationships with city officials, directors, managers and employees, officials of other governmental organizations, representatives of public and private organizations, and the general public.
Graduation from an accredited college or university with a master’s degree in public administration, business administration, urban planning, real estate development or a related field and ten (10) years of experience in a lead role on private and/or public development projects and initiatives in an urban core setting with demonstrated success in community building and in working with diverse stakeholders; and five (5) years of municipal administrative and managerial experience.
Possession of a valid driver’s license required.
Possession of Florida Redevelopment Association Redevelopment Professional (FRA-RP) or Florida Redevelopment Association Administrator (FRA-RA) certification or ability to obtain within one (1) year of appointment.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
