Develops and/or modifies application programs from program specifications; develops and/or modifies production runs according to instructions; prepares program specifications and production run specifications from functional specifications and technical system design; assists in technical systems design from functional specifications; develops documentation or modifies existing documentation for programs and production runs according to standards.
Conducts test runs using sample data and debugs programs by tracing and correcting errors; analyzes and resolves production system problems; redesigns production systems and/or runs as needed.
Participates in training programs to develop new skills and maintain existing competencies; conducts training sessions; assists in the preparation and delivery of user training programs.
Analyzes problems and implements solutions; consults with functional team members, users, and technical project team members on technical questions; coordinates, schedules, assigns, and monitors the work of technical project team members.
Conducts cost/benefit analyses; conducts technical research and prepares and presents reports on findings; coordinates system conversion efforts; analyzes network equipment and software and makes recommendations; evaluates, acquires, and coordinates computer hardware upgrades/installations.
Confers with users about hardware and software questions concerning their networks; assists users in walk-through of systems software or hardware on personal computers and attachments; arranges for/or provides training to users.
Installs personal computers, printers, synchronous and asynchronous modems, network boards, and multi-station access units in network environments; installs and configures network software for network nodes, file servers, gateways, and bridges.
Coordinates system conversion efforts and performs necessary tasks; prepares test data and verifies system test results; analyzes and resolves system problems; consults with users and technical and functional project team members on questions or problems.
Performs related work as required.
Considerable knowledge of: computer technology, systems analysis, programming techniques, languages (particularly structured COBOL), operations, and utilities; procedures necessary to design, implement and test computer systems and programs.
Working knowledge of: data communications and teleprocessing concepts.
Ability to: acquire knowledge of additional software systems; design and implement major computer systems and programs; train user and lower level personnel; coordinate and review the work of others; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with others.
Preferred knowledge, skills & abilities:
Considerable knowledge of: Water utilities industry
specifically AMI and CMMS. SQL and an equivalent reporting tool such as Cognos,
Crystal Reports, Microsoft Power BI, etc. Experience supporting system
interfaces. Business analysis methodologies and project management. Experience
with Cayenta or other customer information system, ESRI mapping services is a
plus. Supporting commercial off the shelf software. Implementing new software
solutions including project management, gathering requirements, preparing and
maintaining project artifacts, managing user testing and preparing for go-live.
Software infrastructure including servers, applications, interfaces and
databases.
Skilled in: Translating business requests into
functional/technical requirements. Researching and troubleshooting complex
technical issues. Analyzing, modeling and interpreting data using different
tools and techniques.
Ability to: Present complex information and concepts to
senior leadership. Work as part of a team as well as the ability to work
independently. Understand complex business logic Provide technical guidance to end
users. Acquire knowledge of additional software systems; design and implement
major computer systems and programs; train user and lower level personnel;
coordinate and review the work of others; express oneself clearly and
concisely, both orally and in writing; establish and maintain effective working
relationships with others.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
