An
employee in this class is responsible for performing a variety of assignments
of unusual difficulty in administration and supervision of major engineering
functions within the Smart Mobility Division to include related budgetary
actions. Under general direction, employees are required to exercise extensive
initiative and independent judgment in selection of work methods and formulation
of recommendations to meet, measure, and report on program needs, objectives,
and goals. Work is reviewed through conferences, oral and written reports and
observation of results obtained.
Identifies,
prepares, reports, and presents on performance measures related to areas of
responsibility including capital project management, smart cities initiatives,
and right of way permitting; utilizes Key Performance Indicators (KPIs) to
manage and improve performance in targeted functional areas.
Supervises
and administers planning and/or design of major engineering functions in
transportation; determines, or assists in the determination of priorities in
scheduling of projects; prepares cost estimates and makes recommendations for
inclusion in annual departmental budget; supervises and participates in
preparation of design plans, survey work, specifications, and contract
documents for a large variety of projects requiring contract bid or for
internal use.
Supervises
and administers right of way permitting activities including intake, issuance,
inspection, and acceptance.
Represents
the City at policy level board meetings to further transportation and mass
transit initiatives; makes presentations to transportation agencies, boards,
committees, and at public meetings.
Reviews and initiates approval of plans and specifications prepared by consulting engineering firms; monitors field engineering construction work and conducts or coordinates follow-up inspections.
Replies to technical inquiries from the general public, developers, and governmental agencies on policy, petitions, ordinances, engineering problems, and estimated construction costs; coordinates needs of the department with other agencies; maintains on-going monitoring of contracts to ensure compliance with city regulations or requirements.
Exercises general supervision over professional and technical personnel; assigns work, sets priorities, and defines procedures to facilitate completion; completes performance evaluations on subordinates; recommends personnel actions such as discipline, demotions, suspensions, and dismissals.
Conducts
and coordinates studies and reports within the department and with other
municipal departments, agencies, contractors, and engineering firms; conducts
field investigations, surveys, and inspections to collect information/evidence
when necessary; testifies in court on claims, including depositions, and
answering subpoenas.
Coordinates permitted work locations and schedules to mitigate compound impacts to various modes of transportation.

Develops detailed project schedules and work programs using critical-path method (CPM) techniques; reviews construction activities while in progress and upon completion to assure conformance with plans, good engineering practices, and established work methods and procedures.
Oversees project management and geometric design of Smart Mobility’s capital projects; serves as Engineer of Record for in-house design projects; signs and seals plans, calculations and other certifications.
Coordinates the release of timely public information related to planned events and projects with impacts to various modes of travel; aids in planning and execution of traffic management for major special events.
Works in preparation, response, or recovery activities related to declared emergencies, possibly including hurricane, tropical storm, pandemic, or other emergencies.
Performs
related work as required.
Extensive
knowledge of:
principles and practices of transportation engineering, Intelligent
Transportation Systems (ITS), Transportation Systems Management and Operations
(TSM&O), and Smart Cities strategies and initiatives; right of way
management including permit intake, issuance, inspection, and acceptance;
federal, state, and municipal rules, regulations, and other pertinent
documents; engineering developments and information related to assigned area.
Considerable
knowledge of:
engineering and administrative management procedures, practices, and methods; knowledge
of federal and Florida Department of Transportation (FDOT) design standards,
guidance, and reference materials.
Ability
to:
supervise the work of personnel engaged in a variety of technical and engineering
assignments; analyze and interpret plans, specifications, contracts, and other
technical materials and draw sound conclusions; research best practices on a
statewide or national level; organize in report form and present sound
recommendations effectively, both orally and in writing; speak in public; train
others in assigned area; establish and maintain effective working relationships
with other employees, officials, and the public.
Graduation from an accredited college or university with
a bachelor’s degree in engineering and ten (10) years of progressively
responsible experience in traffic/transportation engineering systems with five (5) years of supervisory experience.
Evaluation of education and experience. Drug testing is included in all pre-employment processing.
