Nature Of Work

An employee in this class is responsible for supervising and, as necessary, participating in general maintenance, irrigation and aquatic, repairs general parks and recreation equipment and repair. Tasks, which are of more than average difficulty, are performed in accordance with established practices and procedures and include performance appraisals, recommending hiring and promotions, and discipline administration for the employees supervised. Work in some positions requires that the employee maintain accurate records in order to ensure proper billing of user departments. Employee is also expected to make accurate cost estimates and complete supply requisitions. Under general supervision, the employee is required to exercise reasonable initiative and independent judgment in determining maintenance requirements and ensuring timely completion of work projects. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Plans, organizes, and controls all phases of the work program for maintenance personnel; assigns employees to jobs based on what each is qualified to do; supervises all maintenance personnel in performance of duties; transports material and personnel to assigned work areas; maintains work schedules and a log of work accomplished; checks the progress and quality of work performed.

Performs detailed area surveys to determine maintenance requirements; writes work orders on scheduled items; prepares estimated cost of repairs for budget purposes; receives work orders; estimates needed materials and orders; reviews bill for labor and material; inspects completed repairs prior to submitting for payment; makes final inspection on completed work.

Performs and supervises: electrical, metal, irrigation and aquatic repairs and installation, masonry and/or carpentry work, cutting and welding.

Performs carpentry layout work and assists in actual work as required; designs sidewalks, signs, and displays; cuts glass.

Checks all emergency repairs and decides what action should be taken; reviews work upon completion.

Directs all fountains on city contracts; reviews work involving contracts with prospective bidders, inspects work done, review and approves all required repairs.

Plans the expansion of the central control system for irrigation and lighting; oversees the programming and repair of all central control components.

Maintains written records of payroll for all maintenance personnel as well as records of sick leave and vacation schedules; keeps records of maintenance performed; maintains construction costs on various projects; maintains building files including labor tickets purchase orders and contracts; updates billing catalog.

Communicates with manager on all important issues concerning performance of the maintenance department, i.e. additional employees, vehicles, equipment, promotions; coordinates daily work requests and special city-wide programs with all supervisors; consults with department heads and other regarding feasibility of proposed renovations and alterations.

Enforces and practices safety for all employees; ensures upkeep and proper use and care of all vehicles, tools, and equipment; assumes duties and responsibility of superintendent as required.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: maintenance, repair, and layout of parks and recreation area; methods, tools, and techniques used in maintenance and repair work related to assigned area; occupational hazards and appropriate safety precautions.

Working knowledge of: effective supervisory techniques.

Some knowledge of: basic records keeping.

Ability to: supervise, perform, and review a wide variety of assignments associated with the maintenance and repair trade; interpret drawings and blueprints and to estimate materials needed; maintain records and compile reports; establish and maintain effective working relationships with employees and the general public.

Skill in: use and care of hand tools, power tools, pumps, and other related equipment.

Minimum Qualifications

Graduation from an accredited high school or vocation school and three (3) years of experience in general maintenance, irrigation and aquatics, including six (6) months in supervisory experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required; a Commercial driver’s license may be required.

Possession of or ability to obtain within one (1) year of employment: Certified Playground Safety Inspector, Aquatics Facility Operator.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
