Nature Of Work

An employee in this class is responsible for planning, coordinating and scheduling work activities of multi-skilled work teams and contractors to provide cost effective maintenance of Waste to Energy Plant processes, related systems and infrastructures. Employee ensures availability of required equipment and resources. Under limited supervision, the employee performs tasks of more than average difficulty requiring the exercise of reasonable initiative and independent judgment.  Position may the flexibility to work overtime, a rotating or non-traditional shift.  Tasks often require working outside, in confined spaces, lifting, climbing, crawling or crouching.  Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans work activities for work teams; identifies and prioritizes planned work activities, required parts and materials; schedules, and coordinates resources; coordinates work and training needs with team leaders, training coordinator, support groups and leadership.

Establishes performance measures, which monitor and provide feedback on the effectiveness of planned maintenance work processes; plans and participates in the inspection, preventive maintenance and repair of plant equipment.

Diagnoses the cause for equipment failure using charts, graphs or by visual inspection; recommends changes to plant equipment that may improve performance or simplify ongoing maintenance.  

Initiates and completes work orders and requisitions, and documents all critical and/or pertinent information; enters data using a Computerized Maintenance Management Software (CMMS) and project management software.

Establishes long range, strategic planning procedures and effective coordination of Operations and Maintenance (O&M) resources; coordinates weekly and monthly planning meetings.

Implements strategic and cost effective planning procedures.

Ensures availability of required equipment; stages equipment for planned work; prepares requisitions for procurement; acquires materials; coordinates with procurement specialist on high dollar purchases; coordinates repair and maintenance of equipment with work teams, contractors and vendors; prepares budget recommendations for equipment and services.

Maintains effective communication and coordination of resources between O&M work teams, contractors, vendors, and leadership team.

Performs welding and steel fabrication throughout the plant; operates oxygen and acetylene fuel heating and cutting torch; installs and maintains various types of threaded fasteners and retaining rings, piping, tubing and hose-type fluid transfer systems.

Troubleshoots, installs, maintains or repairs the following: chain drive systems, belt drive systems, hydraulic/pneumatic systems, couplings, bearings, pumps, motors, conveyors and valves. 

Performs minor tasks requiring rigging and machinist skills; uses shop lathe and milling machine.

Follows standard safety procedures and reports safety and environmental hazards to the shift supervisor; reads, understand and applies information such as lockout/tag-out procedures, safety rules, job hazard analyses, operating and maintenance instructions, and procedure manuals.

Operates hand tools, portable power tools, and other equipment throughout the plant, including industrial forklifts, manlifts, and other mobile equipment.

Enforces safety regulations and reviews pending work orders for safety concerns and establishes safety hazard analyses.

Defines, tracks, and reports on maintenance backlog on a regular and ongoing basis.

Monitors inventory for treatment processes and establishes criticality ratings for related equipment and infrastructures.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: lubrication and maintenance; root cause analysis procedures and various methods to identify source of failures; lockout/tagout procedures; CMMS; operating principles, interrelationships and common failures of pumps, motors, conveyors, boilers, hydraulic/pneumatic systems and similar industrial equipment used at the energy plant; predictive maintenance systems; inventory systems; purchasing systems; city budget process.

Ability to: organize, interpret contract specifications gather and analyze data to make recommendations; read and interpret electrical and instrumentation diagrams, hydraulic/pneumatic schematics, piping specification sheets, welding blueprints and other material; establish and maintain effective working relationships.    

Skill in: pipe fitting, welding, rigging, machinery repair, steel fabrication; use of related hand and power tools; computers (Access, Excel, Word, reporting software); accurate records keeping, communication; human relations.

Minimum Qualifications

Graduation from an accredited high school or vocational school and four (4) years of experience in the maintenance and repair of industrial mechanical/electrical equipment; or an equivalent combination of training and experience.

College or trade school coursework in mechanical/electrical engineering preferred. 

Licenses or Certifications

Possession of a valid driver’s license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
