Nature Of Work

An employee in this class is responsible for providing expertise, independently performing a variety of complex general office and specialized administrative assignments of considerable difficulty including the evaluation of contractor compliance and competency through personal observation and staff input. Under direction, employees exercise considerable initiative and independent judgment and work effectively with the public, municipal officials, and others.  Employees must also apply specialized and/or technical knowledge and experience factors in the interpretation and completion of assignments in accordance with municipal, environmental and departmental rules, regulations, procedures, and ordinances.  Employees must have a thorough understanding of the proper administration of the operation and maintenance of a waste to energy facility. Work is reviewed through conferences, observation, reports submitted, and results obtained.

Examples of Duties

Provides oversight of such activities as permit applications, tonnage received, processed, diverted reporting, reviews work products of subordinates and others in order to verify accuracy, completeness, and adherence to procedure.  

Schedules meetings and events; prepares budgets, and processes purchasing and/or personnel requests; reconciling material disposals, power generation and sales, composes, edits, and prepares correspondence, reports and forms including legal documents and contracts; establishes and maintains specialized files, records, and reports; assists in establishment, implementation, and revision of office procedures; completes daily time/activity reports.

Establishes and promotes effective working relationships with the public, municipal officials, and other employees through diplomatic communication and processing of inquiries and complaints. Ensures the facility is operating in a manner that promotes a healthy and safe environment.

Coordinates plant cleanliness. Inspects buildings, plant machinery and equipment; inspects ongoing activities for safety and environmental compliance, and for adherence to standard operating procedures. Monitors facility operations, equipment performance, and personnel, taking corrective actions when necessary;  leads the investigation of problems and incidents, working with staff and the Safety Coordinator to ensure prompt and appropriate actions are taken to prevent a recurrence. 

Collects data from various sources or through observation; compiles and assimilates as required for report preparation, etc.; conducts information searches of office files and other sources as required by the department; disseminates statistics and related data to public, other agencies, and city departments in order to provide information.

Monitors, reviews and validates work for quality control assurance of utilization of power production equipment and processes and compliance with standard operating procedures and environmental regulations; leads and directs the development, evaluation, implementation, training, and maintenance of programs, policies and procedures. related to the WTE and landfills such as: Energy Control Procedure (LOTO), Confined Space Permitting, Hot Work Permitting, Job Hazard Analysis, Safety and Environmental Programs, Operating Permits, CMMS, etc;  gathers and interprets historical data from CEMS (Continuous Emissions Monitoring System) and DCS (Digital Control System) and other sources; compiles, retrieves, analyzes and compares laboratory and field test results; interprets data and provides recommendations; recognizes and identifies trends in co-generation processes; identifies recurring and complex problems and recommends corrective actions; Coordinates effective communication between multiple crews within the facility and with departments outside the facility.

Works closely with the Environmental Manager, Safety Coordinator, and City Procurement to ensure compliance in all aspects of permits, policies, and regulation; attends meetings for plant operations.

Maintains and reviews technical reports, records and library; conducts research utilizing a wide variety of sources; writes reports to leadership including information on SOPs and work practices reviewed, written or modified.

Performs related work as required.

Knowledge, Skills & Abilities

Advanced knowledge of: equipment interface; waste to energy facility operations, environmental compliance and power processes and standard operating procedures; principles of co-generation systems; utility interfaces; available and new technologies and products.  

Intermediate knowledge of: general contract provisions; CMMS and SCADA systems CEMS (Continuous Emissions Monitoring System) and DCS- (Digital Control System) job-related safety practices including electrical safety;. Municipal organization, programs, and policy; financial and/or budgetary principles, practices, and procedures; operation of personal computers and related software.  

Ability to: follow complex instructions, assimilate information, interpret written and numerical data, and arrive at decisions independently in accordance with established rules and regulations; locate, organize, and analyze data from files and other records; prepare and edit clear and concise written reports, publications and grant applications, as well as compose, edit, and correct correspondence and reports for final production; plan, assign, direct, supervise, and review the work of subordinate personnel; establish and maintain effective working relationships with employees, municipal officials, and the general public.  

Advanced ability to: compile, retrieve, analyze, and compare laboratory and field test results; gather and interpret historical data from SCADA, CMMS (software programs), and other sources; troubleshoot and correct operational and systems control problems; train.

Intermediate skill in: technical writing; use of computers (Access, Excel, Word, Crystal Report); interpersonal relations.

Desirable: solid waste systems knowledge;

Minimum Qualifications

Graduation from an accredited high school or GED with 5 years of progressively responsible waste to energy or industrial power generation experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
