Participates in design and construction of storm drainage systems, new pond sites, and design of BMPs for erosion and sediment control, cost estimates and project recommendations for inclusion in planning and design functions; participates in inspection of construction jobs, as required; provides input into submission of final "as built" plans and for maintaining and updating municipal records in the assigned area.
Reads and interprets blueprints, technical drawings and diagrams to determine proper interface configurations; prepares bid specifications and engineer’s estimate for project contracts; determines bid items and quantities for project contracts; prepares quantity takeoffs and construction cost estimates; prepares design of construction-related maintenance of traffic plans and construction phasing for inclusion in project plans. Project Management Consultant-Led or Design-Build Flood Relief Projects. Performs Stormwater Management System Compliance Inspections.
Directs or participates in preparation of rules, regulations and ordinances; provides input into development of annual department budget; coordinates plans, special studies, contracts, design, and functional requirements with municipal departments and outside sources, such as contractors, engineering firms and governmental agencies; represents department in area of work at technical meetings and conferences; maintains effective relationships with municipal and outside agencies; performs functions in administration of federal programs through coordination with municipal departments and outside agencies by understanding and interpreting federal guidelines and requirements; acts as a team leader on a project basis in order to facilitate project completion.
Coordinate with other local and state government agencies on stormwater projects as well as with other City Departments on stormwater or other Public Works projects.
Trains professional, sub-professional, technical, and clerical personnel; completes studies, updates files, prepares plans and reports; makes recommendations with respect to future projects and preventative maintenance programs, as required.
Coordinates project work with engineering, inspectors, utilities, and contractors to keep project on schedule; acts as team leader on a project basis in order to facilitate project completion.
Prepares construction plans and specifications to facilitate construction projects; conducts field investigations/surveys/inspections to collect information/evidence when necessary; reviews plans/specifications and reports prepared by the Southwest Florida Water Management District and Environmental Protection Commission.
Prepares construction and environmental permit applications, including actually filing, tracking and resolving of issues in order to facilitate overall construction process.
Approves or disapproves construction documents and communicates results to appropriate design professional (architect, engineer, etc.) in order to facilitate construction.
Advises public on environmental control and solid waste management rules and regulations to ensure compliance with same; locates and identifies problems in stormwater lines and decides what remedy should be taken to fix the problem; reads and interprets blueprints, surveying data, technical drawings, specifications, diagrams.
Performs related work as required.
Considerable knowledge of: Principles and practices of hydraulics and hydrology engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; working knowledge of hydrology/hydraulic modeling including AdICPR and XP SWMM and Autocad Civil 3d and ArcGIS. Federal, state and local rules, regulations, ordinances and standards related to stormwater engineering, i.e., City of Tampa Stormwater and Transportation Standards, Environmental Resource Permitting rules and process, National Pollutant Discharge Elimination System Permitting requirements for construction activities, and Florida Department of Transportation Standards and Specifications related to stormwater and road replacement work. Knowledge of stormwater pollution prevention Best Management Practices’ applications.
Ability to: Coordinate and review the work of others engaged in a variety of engineering assignments; plan, design and prepare complete engineering plans and specifications for major projects; read and interpret engineering plans and specifications; analyze engineering data and draw sound conclusions; prepare and submit detailed, clear and concise reports, both orally and in writing; train others in the assigned area, as well as to establish and maintain effective working relationships with employees, officials and the general public.
Graduation from an accredited college or university with a bachelor’s degree in engineering, preferably related to the area of assignment, and three (3) years of post-degree engineering experience with Professional Engineer license; or if in possession of Fundamentals of Engineering (FE) designation, five (5) years of post-degree engineering experience. Significant independent project completion experience required.
Some positions might require possession of a valid Florida driver’s license.
